EGULAR�EE�ING D�CEMBER�1• 1g$$ <br />BILLS FIRST READING <br />ORDINANCE NO. 7953 -88 AN ORDINANCE AMENDING ORDINANCE NO. 7900 -88 ADDRES <br />THE ANNUAL PAY AND MONETARY FRINGE BENEFITS OF <br />FIREFIGHTERS OF THE SOUTH BEND FIRE DEPARTMENT FOR <br />CALENDAR YEARS 1989 AND 1990. <br />This bill had first reading. Council Member Puzzello made a motion to suspend the <br />rules to allow for second reading and public hearing, seconded by Council Member <br />Zakrzewski. The motion carried by a roll call vote of eight ayes. This being the <br />time heretofore set for public hearing on the above bill, proponents and opponents <br />were given an opportunity to be heard. John Voorde, President South Bend Common <br />Council and Member of the Wage Negotiating Team, made the presentation on the bill. <br />He indicated that the bill incorporates technical changes to the wording only not <br />the salary amounts established for 1989 and 1990. Captain Bob Raker, South Bend <br />Fire Department spoke in favor of the bill. He commended the City and the <br />negotiating team for a job well done. This bill had second reading. Council Member <br />Puzzello made a motion to pass this bill, seconded by Council Member Coleman. The <br />bill passed by a roll call vote of eight ayes. <br />NO. 7954 -88 <br />AN ORDINANCE AMENDING ORDINANCE NO. 7896 -88 ADDRESSING <br />THE MAXIMUM SALARIES AND WAGES OF APPOINTED OFFICERS <br />AND EMPLOYEES OF THE CITY OF SOUTH BEND, INDIANA, FOR <br />THE CALENDAR YEAR OF 1989. <br />This bill had first reading. Council Member Puzzello made a motion to suspend the <br />rules and have public hearing and second reading on this bill, seconded by Council <br />Member Voorde. The motion carried on a roll call vote of eight ayes. This being <br />the time heretofore set for public hearing on this bill, proponents and opponents <br />were given an opportunity to be heard. Katherine Humphreys, City Controller made <br />the presentation on the bill. She indicated that the ordinance was corrected to <br />include a janitorial position for the Municipal Services Facility. This bill had <br />second reading. Council Member Puzzello made a motion to amend this bill, as <br />amended in the Committee of the Whole, seconded by Council Member Voorde. The <br />motion carried. Council Member Coleman made a motion to pass this bill, seconded by <br />Council Member Duda. The bill passed by a roll call vote of eight ayes. <br />PRIVILEGE OF THE FLOOR <br />Joe Guentert, 3510 Corby Blvd., spoke regarding the Waste Water Treatment Plant. <br />Max Moore, 602 Harrison, asked why the Christmas Tree in front of the Morris Civic <br />Auditorium was cut down and not moved with its roots. <br />Richard Gard, 2521 Erskine Blvd., wished everyone a Merry Christmas. He wanted to <br />thank the Council and everyone who put themselves on the line to invest in the City, <br />and to investors who took the risk to put forth time and money in historical <br />districts. <br />There being no further business to come before the Council, unfinished or new, <br />Council Member Soderberg made a motion to adjourn, seconded by Council Member <br />Coleman.
