ACTION PLAN <br />To open opportunity to all in South Bend and Black residents in particular, the City of South Bend will work <br />to financially empower South Bend residents and grow residents’ ability to build wealth. With a specific <br />focus on racial wealth equity, the City of South Bend will improve current programming, establish financial <br />empowerment partnerships, and develop new financial empowerment programs through the following <br />action plan: <br />Short-Term Plan: Improvement of Current Programming, Exploration of New <br />Programming (March 2023 – December 2023) <br />Enhancement of existing City programs <br />• Youth Jobs SB <br />• Pathways <br />• Efforts to Support Homeownership <br />Exploration of a Financial Empowerment Center <br />• One-on-one financial counseling <br />• Connection to City and partner resources <br />Mid-Term Plan: Establishment of Financial Empowerment Partnerships (January <br />2024 – December 2025) <br />Intent to continue programmatic enhancements <br />• Additional City programs <br />Implementation of a Financial Empowerment Center with Community Partnerships <br />Future Work: Development of New Financial Empowerment Programs (January <br />2026 – Onward) <br />Research and Collaboration on a Long-Term Neighborhood Vision for <br />Homeownership <br />Expansion of Financial Empowerment Center services <br />• Continued exploration of ways to enhance financial services and resources <br /> ॰ Financial solvency, credit enhancement, and cost-burden reduction support for personal and business needs. <br />Continued enhancement of City programs through a financial empowerment lens <br />FINANCIAL EMPOWERMENT BLUEPRINT 3
