277 <br />REGULAR MEETING APRIL 11, 1988 <br />BILL NO. 138 -87 A BILL AMENDING CHAPTER 17 OF THE SOUTH BEND MUNICIPAL <br />CODE AND ESTABLISHING A SCHEDULE OF RATES AND CHARGES <br />FOR SERVICES RENDERED BY THE SOUTH BEND WASTEWATER <br />TREATMENT PLANT. <br />This being the time heretofore set for public hearing on the above bill, <br />proponents and opponents were given an opportunity to be heard. Council <br />Member Niezgodski indicated the Utilities Committee had met on this bill <br />and with a vote of three to one they recommended a 36% increase, pending a <br />substitute bill that would eliminate the apartment language. Jack Dillon, <br />Chief Chemist, Waste Water Treatment Plant, indicated the rate schedule <br />has only been changed three times during the last 20 years. T. Brooks <br />Brademas spoke in favor of this rate increase if the objectionable <br />language regarding apartment dwellers is removed. Ralph Johnson, 734 N. <br />Cushing, indicated the treatment plant was not in condition to accept the <br />sewage from New Energy. James Coffelt, 1215 S. 33rd; Joseph Guentert, <br />3510 Corby, Richard Heyde, 3404 E. Corby; James Cronk, 702 E. LaSalle; <br />Irene Mutzl, 320 Parkovash, spoke against this rate increase. Council <br />Member Voorde made a motion to recess, in order that the attorneys could <br />come up with a substitute bill, seconded by Council Member Coleman. The <br />motion carried and the meeting was recessed at 8:55 and reconvened at 9:05 <br />p.m. Council Attorney, Kathleen Cekanski- Farrand, indicated this bill had <br />an effective date of March 1. She indicated the substitute bill on file <br />with the City Clerk has changes the effective date to May 15, maintains <br />the same structure of 36% and deletes the language regarding multi - family <br />units. Council Member Voorde made a motion to accept the substitute bill, <br />seconded by Council Member Puzzello. The motion carried. Council Member <br />Puzzello made a motion to continue public hearing on this bill until April <br />25, seconded by Council Member Coleman. The motion carried. <br />BILL NO. 21 -88 A BILL TRANSFERRING MONIES FROM VARIOUS ACCOUNTS TO <br />VARIOUS ACCOUNTS WITHIN THE VARIOUS DEPARTMENTS WITHIN <br />THE GENERAL FUND OF THE CITY OF SOUTH BEND, INDIANA FOR <br />THE YEAR 1988. <br />This being the time heretofore set for public hearing on the above bill, <br />proponents and opponents were given an opportunity to be heard. Council <br />Member Puzzello indicated the Personnel and Finance Committee had met on <br />this bill and recommended it favorably. Council Member Voorde made a <br />motion to accept the substitute bill on file with the City Clerk, seconded <br />by Council Member Coleman. The motion carried. Katie Humphreys, Director <br />of Administration and Finance, indicated this was the first in a series of <br />ordinances over the next several months. She indicated at this point the <br />City is operating with an approved budget which reflects the cuts required <br />by the State Tax Board last fall. She indicated the City also has <br />unforeseen expenses such as 50% increases in dependent coverage for health <br />benefits, as well as immediate cash flow needs that must be addressed. <br />She indicated the short -term financial goals of this administration are as <br />follows: To operate within the current budget limits; to seek additional <br />reductions wherever possible; to develop increased operating reserves to <br />meet expenses prior to receipt of tax revenues. She indicated there are <br />long -term financial needs of the City which must be addressed during the <br />coming year through the development of a long range financial plan. <br />Council Member Coleman made a motion to recommend this bill to the Council <br />favorably, seconded by Council Member Puzzello. The motion carried. <br />There being no further business to come before the Committee of the Whole, <br />Council Member Coleman made a motion to rise and report to the Council, <br />seconded by Council Member Soderberg. The motion carried. <br />ATTEST: <br />ATTEST: <br />City Clerk 'Chairman <br />REGULAR MEETING RECONVENED <br />Be it remembered that the Common Council of the City of South Bend <br />reconvened in the Council Chambers on the fourth floor of the County -City <br />Building at 9:18 p.m. Council President Voorde presiding and nine members <br />present. <br />BILLS, SECOND READING <br />ORDINANCE NO. 7863 -88 - AN ORDINANCE AMENDING ZONING ORDINANCE FOR <br />PROPERTY LOCATED AT 1613 S. CHAPIN STREET IN <br />lG CC THE CITY OF SOUTH BEND, - INDIANA. <br />This bill had second reading. Council Member Puzzello made a motion to <br />amend this bill, as amended in the Committee of the Whole, seconded by <br />Council Member Coleman. The motion carried. Council Member Puzzello made <br />a motion to strike this bill, seconded by Council Member Coleman. The <br />motion carried. <br />
