ATTEST <br />City C <br />RESOLUTION NO. 1582 -87 <br />A RESOLUTION OF THE COMMON COUNCIL OF THE CITY OF SOUTH <br />BEND, INDIANA, COMMENDING EUGENIA S. SCHWARTZ FOR HER <br />SEVEN AND ONE -HALF (7 1/2) YEARS OF DEDICATED PUBLIC <br />SERVICE TO THE CITY OF SOUTH BEND. <br />WHEREAS, the Common Council of the City of South Bend, Indiana recognizes with <br />pride that EUGENIA S. SCHWARTZ served as Assistant City Attorney for the City of <br />South Bend from July of 1980 through September 30, 1985; and <br />WHEREAS, the Common Council further recognizes that EUGENIA S. SCHWARTZ was <br />promoted to the position of Managing Attorney for the City Attorney's Office on <br />November 1, 1985; and <br />WHEREAS, EUGENIA S. SCHWARTZ has provided professional and competent legal <br />advice to numerous City agencies, including the Board of Public Safety, the <br />Redevelopment Commission, the urban Enterprise Association, the Historic <br />Preservation Commission, the Department of Economic Development, the Department of <br />Administration and Finance, and the Police and Fire Departments; has played <br />instrumental roles in the development of UDAG, TIF, and tax abatement procedures; as <br />well as overseeing critical lawsuits for the City at the state and federal levels; <br />and <br />WHEREAS, the City of South Bend, Indiana will long remember the countless <br />contributions made to our community by this dedicated and caring public servant, <br />EUGENIA S. SCHWARTZ. <br />NOW, THEREFORE, BE IT RESOLVED BY THE COMMON COUNCIL OF THE CITY OF SOUTH BEND, <br />INDIANA, as follows: <br />SECTION I. On behalf of all of the citizens of the City of South Bend, Indiana, <br />the Common Council hereby publicly commends and thanks EUGENIA S. SCHWARTZ for her <br />seven and one -half (7 1/2) years of dedicated public service to the City of South <br />Bend. <br />SECTION II. The Common Council publicly acknowledges the many contributions <br />made by Eugenia through her well researched and practical legal opinions and advise; <br />and wishes her and Maurice and their two sons continued success and good fortune in <br />the years ahead. <br />SECTION III. This Resolution shall be in full force and effect from and after <br />its adoption by the Common Council and approval by the Mayor. <br />/s/ Joseph T. Parent <br />Mayor <br />Joe Guentert, 3510 Corby, spoke about the cost of the Stadium. <br />Ken Donnelly, 2605 Frederickson, thanked Council Member Braboy for her efforts on <br />the west side of the city, and Council Member Beck for her efforts to help the city. <br />Sean Coleman, 915 E.
