<br />offense. Council member Zakrzewski indicated the problems should be worked out
<br />before the bill is passed. He indicated this bill should be tabled. He made a
<br />motion to table the bill indefinitely, seconded by Voorde. The motion failed on a
<br />roll call vote of four ayes and four nays (Council Members Braboy, Beck, Taylor and
<br />Serge. Council Member Taylor made a motion to recommend this bill to the Council
<br />favorably, seconded by Council Member Serge. The motion failed on a roll call vote
<br />of four ayes and four nays (Council Members Puzzello, Zakrzewski, Barcome and
<br />Voorde.) Council Member Beck made a motion to continue public hearing on this bill
<br />until January 11, seconded by Council Member Serge. The motion failed on a roll
<br />call vote of four ayes and four nays (Council Members Puzzello, Zakrzewski, Barcome
<br />and Voorde.) Council Member Zakrzewski made a motion to accept the amendments,
<br />seconded by Council Member Barcome. The motion carried. Council Member Beck made a
<br />motion to continue public hearing on this bill until Mach 28, seconded by Council

<br />BILL NO. 128 -87 A BILL TRANSFERRING $50,000.00 AMONG VARIOUS ACCOUNTS WITHIN THE
<br />DEPARTMENT OF ECONOMIC DEVELOPMENT.
<br />This being the time heretofore set for public hearing on the above bill, proponents
<br />and opponents were given an opportunity to be heard. Jon Hunt, Director or Economic
<br />Development, indicated this bill transfers $50,000 from the 1987 Fredrickson Park
<br />account to the 1987 Redevelopment Administration account. He indicated this
<br />transfer was necessary due to the unanticipated reductions in Civil City funds. He
<br />indicated this additional money will cover remaining administrative costs through
<br />the end of 1987. Joseph Guentert, 3510 Corby, asked if the money being transferred
<br />was not part of the Fredrickson Park money they tried to use for the stadium. Jon
<br />Hunt indicated this was Federal money and it will be used for West Washington and
<br />the Studebaker Corridor. Irene Mutzl, 320 Parkovash, asked if there was going to be
<br />a bond issue for the Studebaker Corridor. Council Member Barcome made a motion to
<br />recommend this bill to the Council favorably, seconded by Council Member
<br />_ Zakrzewski. The motion carried.

<br />A BILL OF THE COMMON COUNCIL OF THE CITY OF SOUTH BEND, INDIANA,
<br />AMENDING CHAPTER 16, ARTICLE 2 OF THE MUNICIPAL CODE OF SOUTH
<br />BEND.
<br />This being the time heretofore set for public hearing on the above bill, proponents
<br />and opponents were given an opportunity to be heard. John Leszczynski, Director of
<br />Public Works, made the presentation for the bill. He indicated they were requesting
<br />an increase of $1.50 per month for collection of garbage and trash. He indicated
<br />the reason for the increase was twofold: the landfill costs have risen $.70 and are
<br />expected to go up another $.75 per year in March; and we are attempting to make the
<br />Solid Waste program self- supported and vehicle maintenance costs were previously
<br />handled by other departments and they are now included in the Solid Waste budget.
<br />Joseph Guentert, 3510 Corby, spoke against this bill. Council Member Zakrzewski
<br />made a motion to amend the bill in Section I, paragraph (c) reduce the amount to
<br />$4.50 per month, seconded by Council Member Taylor. The motion carried. Council
<br />Member Beck made a motion to recommend this bill to the Council favorably, as
<br />amended, seconded by Council Member Serge. The motion carried.
<br />BILL NO. 130 -87 A BILL OF THE COMMON COUNCIL OF THE CITY OF SOUTH BEND, INDIANA,
<br />AMENDING SECTION 17 -56(A) OF CHAPTER 17, ARTICLE 7, COMMONLY
<br />KNOWN AS SEWER SERVICE FUND AND CHARGES.
<br />This being the time heretofore set for public hearing on the above bill, proponents
<br />and opponents were given an opportunity to be heard. John Leszczynski, Director of
<br />Public Works, made the presentation for the bill. He indicated this bill increases
<br />the rate from twenty -five cents a month to fifty cents to cover the revenue
<br />shortfall in the sewer repair fund. He indicated more and more city sewage
<br />customers have been using the system. He indicated it was the intent of this fund
<br />to provide relief from the large bills associated with sewer repairs. He indicated
<br />the customer pays only the first five hundred dollars of the bill in most cases.

<br />A BILL AMENDING CHAPTER 2, ARTICLE 6, OF THE MUNICIPAL CODE OF
<br />THE CITY OF SOUTH BEND, INDIANA, ADDRESSING TAX ABATEMENT
<br />PROCEDURES.

<br />the presentation for the bill. She indicated this bill would amend the tax
<br />abatement procedures by incorporating a review procedure addressing onsite child
<br />care or day care facilities, services and benefits. She indicated there is a
<br />dramatic increase in the number of parents working outside the home both nationally
<br />and in South Bend. This bill would require petitioners to make known in the
<br />original petition the type of onsite child care or day care facilities, services, or
