INTER -OFFICE MEMORANDUM <br />DEPARTMENT OF PUBLIC WORKS <br />DIVISION OF ENGINEERING <br />TO: Theresa Heffner, Clerk <br />Board of Public Works <br />FROM: Gemma Stanton, Project Engineer, Division of Engineering <br />SUBJECT: Proposed Additional Water Service Area for Resolution 17-2021 <br />DATE: 3/18/2025 <br />On April 14th, 2021, the Board of Public Works passed Resolution No. 17-2021 to approve certain <br />areas outside City limits for future utility extension. The Resolution's Statement of Purpose and <br />Intent is stated as: <br />"The City of South Bend provides sewer and water utility services to some unincorporated areas of <br />St. Joseph County. As the City of South Bend wishes to provide sewer and water services in a <br />fiscally responsible manner; promote compact and efficient development; through infill projects, <br />encourage revitalization and reinvestment in areas already serviced by municipal sewer and water; <br />and guide property owners, developers, and the public on which land is most appropriate for future <br />development and utility extensions, the City has created this Policy for extending and connecting to <br />its municipal sewer and water infrastructure for areas outside City limits." <br />The Division of Engineering and the Division of Planning propose to add one area for water service <br />extension. This area is bounded by SR 933 Highway to the east, St. Joseph County's LaSalle Trail <br />to the west, 52295 & 52275 SR 933 Highway to the south, and Anderson Street to the north. This <br />water service area would allow a maximum of about 700 feet of additional water main extending <br />from the existing public water main that terminates adjacent to the property 52275 SR 933 Highway. <br />Construction of any new water main would be the sole expense of the customer(s) in this service <br />area and would require a Water Service Extension Agreement between the customer and the Board <br />of Public Works prior to connecting. <br />This water service area would allow water services to be constructed for an existing business, <br />Basney Auto, for the purposes of domestic water supply and fire suppression. Basney Auto has <br />been an existing sanitary sewer customer for about 25 years with a private well. The automotive <br />repair side of their business will be servicing more electric vehicles, and the access to City water <br />provides the most reliable source of water for fire suppression systems that are required for electric <br />vehicle maintenance facilities. Atlas Restaurant Supply may also benefit. Since the area is already <br />developed with commercial properties, the addition of this service area would serve existing <br />businesses rather than encourage new development.
