T <br />REGULAR MEETING SEPTEMBER 28, 1987 <br />Be it remembered that the Common Council of the City of South Bend met in the <br />Council Chambers of the County -City Building on Monday, September 28, 1987, at 7:00 <br />p.m. The meeting was called to order and the Pledge to the Flag was given. <br />ROLL CALL Present: Council Members Beck, Braboy, Puzzello, <br />Taylor, Zakrzewski, Barcome, Voorde and Serge <br />Absent: Council Member Paszek <br />REPORT FROM THE SUB - COMMITTEE ON MINUTES <br />To the Common Council of the City of South Bend: <br />The sub - committee has inspected the minutes of the September 14, 1987 meeting of the <br />Council and found them correct. <br />Therefore, we recommend the same be approved. <br />/s/ Beverlie J. Beck <br />/s/ Joseph Serge <br />Council Member Taylor made a motion that the minutes of the , meeting of the Council <br />be accepted and placed on file, seconded by Council Member Zakrzewski. The motion <br />carried. <br />REPORTS <br />Council Member Voorde indicated the Zoning and Vacation Committee had met on Bill <br />No. 70, 84 and 82 -87. He indicated 70 and 84 -87 were recommended favorable, and <br />82 -87 received no recommendation. <br />Council Member Zakrzewski indicated the Public Works Committee had met on Bill No. <br />88 -87 and recommended it favorable. <br />Council Member Beck indicated the Personnel and Finance Committee had met on Bill <br />No. 90 -87 and recommended it favorable. <br />Council Member Braboy indicated the Human Resources Committee had met on Bill Nos. <br />87 and 89 -87 and recommended them favorable. <br />John Leszczynski, Director of Public Works, gave a report on pending projects. He <br />indicated the left turn arrows at York and Ireland should be installed within seven <br />days. He indicated the construction of signals at Miami and Jackson, and Ewing and <br />Ironwood are a little more complicated. He indicated that because of the size of <br />the projects a decision was made to use Federal funds. He indicated the the use of <br />Federal funds adds considerable time toward the completion of the project. He <br />indicated that currently is in the final review at the State level. <br />Council Member Zakrzewski made a motion to resolve into the Committee of the Whole, <br />seconded by Council Member Taylor. The motion carried. <br />COMMITTEE OF THE WHOLE <br />Be it remembered that the Common Council of the City of South Bend met in the <br />Committee of the Whole on September 28, at 7:40 p.m., with nine members present. <br />Chairman Puzzello presiding. <br />BILL NO. 70 -87 A BILL AMENDING THE ZONING ORDINANCE FOR PROPERTY LOCATED AT 1307 <br />EAST IRELAND ROAD IN THE CITY OF SOUTH BEND, INDIANA. <br />This being the time heretofore set for public hearing on the above bill, proponents <br />and opponents were given an opportunity to be heard. Council Member Voorde made a <br />motion to accept the substitute bill on file with the City Clerk, seconded by <br />Council Member Barcome. The motion carried. Gary Stair, assistant director of Area <br />Plan, made the gave the staff report, which was favorable. Richard Morgan, <br />attorney, made the presentation for the bill. He indicated the petitioner for this <br />rezoning was Yoder Oil. He indicated they planned to construct a facility to <br />service automobiles for oil and lubrication; wash cars; and retail self- service <br />gasoline. Council Member Taylor made a motion to recommend this bill to the Council <br />favorable, as amended, seconded by Council Member Barcome. The motion carried. <br />BILL NO. 82 -87 A BILL TO VACATE THE FOLLOWING DESCRIBED PROPERTY: EMBELL CT. <br />RUNNING FROM LASALLE STREET TO THE FIRST INTERSECTING EAST -WEST <br />ALLEY. <br />This being the time heretofore set for public hearing on the above bill, proponents <br />and opponents were given an opportunity to be heard. Jim McIntosh, representing the <br />Berean Seventh Day Adventist Church, made the presentation for this bill. He <br />indicated they owned all the property on each side of the Court and they planned to <br />fence the property for purposes of safety. Council Member Zakrzewski made a motion <br />to recommend this bill to the Council favorable, seconded by Council Member Taylor. <br />The motion carried. <br />
