/s/ Al Paszek <br />Member of the Common Council <br />/s/ John Voorde <br />Member of the Common Council <br />Council Member Beck read the resolution and presented it to the South Bend Area <br />Professional Baseball Club, Inc. Council Member Barcome made a motion to adopt this <br />resolution, seconded by Council Member Zakrzewski. The resolution was adopted by a <br />roll call vote of nine ayes. <br />RR.PnRTS <br />Council Member Voorde indicated the Zoning and Vacation Committee had met and gave <br />Bill No. 68 -87 a favorable recommendation, and no recommendation for Bill No. 55 -87. <br />Council Member Zakrzewski indicated the Residential Neighborhood Committee was <br />having meetings on the truck route ordinance. <br />Council Member Braboy indicated the Human Resources Committee met on Bill No. 87 -87 <br />and Resolution 87 -72 and recommended them to the Council favorably. <br />Council Member Taylor made a motion to resolve into the Committee of the Whole, <br />seconded by Council Member Puzzello. The motion carried. <br />COMMITTEE OF THE WHOLE <br />Be it remembered that the Common Council of the City of South Bend met in the <br />Committee of the Whole on September 14, at 7:07 p.m., with nine members present. <br />Chairman Puzzello presiding. <br />BILL NO. 68 -87 A BILL AMENDING THE ZONING ORDINANCE FOR PROPERTY LOCATED AT 2411 <br />SOUTH MAIN STREET IN THE CITY OF SOUTH BEND, INDIANA. <br />This being the time heretofore set for the above bill, proponents and opponents were <br />given an opportunity to be heard. Council Member Beck made a motion to accept the <br />substitute bill on file with the City Clerk, seconded by Council Member Zakrzewski. <br />The motion carried. Dick Johnson, Director of Area Plan, gave the staff report, <br />which was favorable. Tony Zappia, attorney, made the presentation for the bill. He <br />indicated the petitioner intended to rehab this building into office space, a hall <br />for civic gatherings, etc. Council Member Taylor made a motion to recommend this <br />bill to the Council favorably, as amended, seconded by Council Member Barcome. The <br />motion carried. <br />BILL NO. 55 -87 A BILL AMENDING THE ZONING ORDINANCE TO CREATE AN EAST WAYNE <br />STREET HISTORIC PRESERVATION DISTRICT. <br />This being the time heretofore set for public hearing on the above bill, proponents <br />and opponents were given an opportunity to be heard. Dick Johnson, Director of Area <br />Plan, indicated this was sent to the Council with no recommendation since they could <br />not get nine votes for or against. John Oxian, Vice President of Historic <br />Preservation, indicated the houses in this area are mainly period revival style. He <br />indicated 94 are rated nine and above and twenty -two are rated eleven or above. He <br />indicated the Commission recommends this to the Council based on the Commission's <br />rules and procedures. He gave the procedures for establishing an historic <br />preservation district. He indicated a vote was taken and 84 were in favor and 37 <br />against creating this district. Kenneth Fedder, attorney, indicated creating this <br />district would preserve the neighborhood. He indicated that many cities are <br />creating more and more historic districts to preserve the character of <br />neighborhoods. Jeanne Chambers, 1327 E. Wayne North; Jean Dennen, 1113 E. Wayne; <br />Mary Roemer, 1112 E. Wayne; Jerry Hickey, 1417 E. Wayne; Arthur May, 1314 E. Wayne <br />North; Dick Bennett, Riverside Historic Neighborhood, spoke in favor of creating <br />this district. Barbara Brook, 1402 E. Wayne and Nancy Eickler, 1430 E. Wayne spoke <br />against creating the district. Council Member Barcome made a motion to recommend <br />this bill to the Council unfavorably, seconded by Council Member Paszek. The motion <br />failed on a roll call vote of two ayes and seven nays. Council Member Taylor made a <br />motion to recommend this bill to the Council favorably, seconded by Council Member <br />Beck. The motion carried on a roll call vote of seven ayes and two nays (Council <br />Members Barcome and Paszek.) <br />Council Member Beck made a motion to recess, seconded by Council Member Voorde. The <br />motion carried and the meeting was recessed at 9:02 p.m., and reconvened at 9:12 <br />p.m. <br />BILL NO. 81 -87 <br />A BILL APPROPRIATING $14,225.00 RECEIVED FROM THE INDIANA STATE <br />DEPARTMENT OF HUMAN SERVICES, EMERGENCY SHELTER GRANT. <br />This being the time heretofore set for public hearing on the above bill, <br />proponents and opponents were given an opportunity to be heard. Kathryn <br />Baumgartner, Director of the Bureau of Housing, made the presentation for the bill. <br />She indicated bill would appropriate funds received by the City from the Indiana <br />Department of Human Services, Emergency Shelter Grant to The Youth Services Bureau <br />and the United Religious Community. She indicated the United Religious Community <br />provides shelter for homeless adults and the Youth Service Bureau shelters runaways <br />and youth at risk. She indicated United Religious Community will receive a grant of <br />
