0 <br />REGULAR MEETING <br />AUGUST 10, 1987 <br />Be it remembered that the Common Council of the City of South Bend met in the <br />Council Chambers of the County -City Building on Monday, August 10, at 4:30 p.m. The <br />meeting was called to order and the Pledge to the Flag was given. <br />ROLL CALL <br />Present: Council Members Braboy, Beck, Puzzello, <br />Taylor, Zakrzewski, Barcome, Paszek, and <br />Serge, <br />Absent: Council Member Voorde <br />REPORT FROM THE SUB - COMMITTEE ON MINUTES <br />To the Common Council of the City of South Bend: <br />The sub - committee has inspected the minutes of the July 13, and July 27 meetings of <br />the Council and found them correct. <br />Therefore, we recommend the same be approved. <br />/s/ Beverlie J. Beck <br />/s/ Al Paszek <br />/s/ James Barcome <br />Council Member Beck made a motion that the minutes of the July 13 and July 27, <br />meetings of the Council be accepted and placed on file, seconded by Council Member <br />Puzzello. The motion carried. <br />SPECIAL BUSINESS <br />Council Member Taylor made a motion to reappoint Emil Resnik to the TRANSPO Board, <br />seconded by Council Member Barcome. The motion carried. <br />RRPnRTS <br />Council Member Beck indicated the Personnel and Finance Committee had met on Bill <br />No. 71 -87 and recommended it favorably. <br />Jon Hunt, Director of Economic Development, presented a report on the Urban <br />Enterprise Zone. <br />Council Member Taylor made a motion to resolve into the Committee of the Whole, <br />seconded by Council Member Barcome. The motion carried. <br />COMMITTEE OF THE WHOLE <br />Be it remembered that the Common Council of the City of South Bend met in the <br />Committee of the Whole on August 10, at 5:10 p.m., with eight members present. <br />Chairman Puzzello presiding. <br />BILL NO. 72 -87 A BILL APPROPRIATING MONIES WITHIN THE CAPITAL IMPROVEMENT FUND. <br />This being the time heretofore set for public hearing on the above bill, proponents <br />and opponents were given an opportunity to be heard. Fire Chief Taylor indicated <br />they were requesting this money in order to put a new roof of Station #2. He <br />indicated the station is twenty years old and has the original roof, which is <br />leaking and they want to take care of the problem before any major damage is done. <br />Council Member Beck made a motion to recommend this bill to the Council favorably, <br />seconded by Council Member Barcome. The motion carried. <br />BILL NO. 73 -87 A BILL TO VACATE THE FOLLOWING DESCRIBED PROPERTY: SCOTT STREET <br />RUNNING FROM THE NORTHERLY RIGHT -OF -WAY OF LINCOLNWAY WEST TO THE <br />SOUTH RIGHT -OF -WAY LINE OF MARION STREET EXTENDED WEST, FOR AN <br />APPROXIMATE DISTANCE OF 107 FEET ALL WITHIN THE CITY OF SOUTH <br />BEND, INDIANA AND BEING PARTS OF KENT & GARRISON AND SMITH & <br />JACKSON SUBDIVISIONS. <br />This being the time heretofore set for public hearing on the above bill, proponents <br />and opponents were given an opportunity to be heard. Mike Dobson, 207 Dixieway <br />North, made the presentation for the bill. He indicated they were requesting this <br />vacation in order to reduce the amountof traffic that uses 705 Lincoln Way West as <br />an ingress and egress to and from Scott Street. He indicated that for some time the <br />intersection of Scott and Lincolnway has been closed by a guard rail. He indicated <br />that last year a concrete curb was constructed across Scott Street on Lincoln Way, <br />and with this barrier some people are driving through our property to enter or exit <br />Scott Street. Glen Moody, 418 W. Madison; Jack Weissbuch, 620 W. Marion; Shirley <br />Dawson, 623 W. Marion; Paul Roeletter, Near Northwest Neighborhood Association; Tom <br />Phean, 839 Forest Ave.; Wana Knight, 510 Leland; spoke against this vacation. Some <br />of them indicated a privacy fence should be erected between the commercial and <br />residential areas of Marion Street. Council Member Taylor made a motion to continue <br />public hearing on this bill indefinitely, seconded by Council Member Barcome. The <br />motion carried. <br />
