Be it remembered that the Common Council of the City of South Bend met in the <br />Council Chambers of the County -City Building on Monday, April 13, 1987, at 7:00 <br />p.m. The meeting was called to order and the Pledge to the Flag was given. <br />ROLL CALL Present: Council Members , Braboy, Beck, Puzzello, <br />Zakrzewski, Barcome, Paszek, Voorde and Serge <br />Absent: Council Member Taylor <br />REPORT FROM THE SUB - COMMITTEE ON MINUTES <br />To the Common Council of the City of South Bend: <br />The sub - committee has inspected the minutes of the March 23, meeting of the Council <br />and found them correct. <br />Therefore, we recommend the same be approved. <br />/s/ Beverlie J. Beck <br />/s/ Al Paszek <br />/s/ Joseph Serge <br />Council Member Puzzello made a motion that the minutes of the March 23, meeting of <br />the Council be accepted and placed on file, seconded by Council Member Barcome. The <br />motion carried. <br />SPECIAL BUSINESS <br />Mayor Parent spoke regarding the loss to our community because of the death of <br />Franklin Schurz. He asked for a moment of silence. <br />RESOLUTION NO. 1490 -87 A RESOLUTION OF THE COMMON COUNCIL OF THE CITY OF SOUTH <br />BEND, INDIANA, COMMENDING RAOUL WALLENBERG AND <br />DESIGNATING HIM AN HONORARY CITIZEN OF SOUTH BEND, <br />INDIANA. <br />WHEREAS, the Common Council recalls that during World War II, the United States <br />had no diplomatic relations with the country of Hungary; and <br />WHEREAS, in 1944 the United States Government through Secretary of State Cordell <br />Hull requested the cooperation of Sweden, as a neutral nation, in protecting the <br />lives of Hungarian Jews facing extermination at the hands of the Nazis; and <br />WHEREAS, Raoul Wallenberg agreed to act at the behest of the Untied States in <br />Hungary and went to Hungary in the summer of 1944 as Secretary to the Swedish <br />Legation; <br />WHEREAS, Raoul Wallenberg, with extraordinary courage and with total disregard <br />for the constant danger to himself, saved the lives of almost one hundred thousand <br />innocent men, women and children; <br />WHEREAS, Raoul Wallenberg, with funds and directives supplied by the United <br />States, provided food, shelter, and medical care to those whom he had rescued; <br />WHEREAS, on January 17, 1945, the Soviet Union seized Raoul Wallenberg in <br />violation of his Swedish diplomatic immunity and international law; and <br />WHEREAS, it is believed that Raoul Wallenberg is still being held as a prisoner <br />in the Soviet Union today; and <br />WHEREAS, the Senate and the House of Representatives of the United States <br />proclaimed Raoul Wallenberg an honorary citizen of the United States of America in <br />1981. <br />NOW, THEREFORE, BE IT ORDAINED by the Common Council of the City of South Bend, <br />Indiana, as follows: <br />SECTION I. On behalf of all of the citizens of the City of South Bend, Indiana, <br />the Common Council hereby publicly commends Raoul Wallenberg for his uncommon valor <br />and extraordinary courage and dedication in protecting and saving the lives of <br />thousands of innocent Hungarian Jews during World War I. <br />SECTION II. The Common Council proudly designates Raoul Wallenberg as honorary <br />citizen of South Bend, Indiana, and encourages all of our citizens to rededicate <br />themselves to the high ideals and goals to which Raoul Wallenberg dedicated himself <br />on behalf of the United States of America. <br />SECTION III.
