Council Member Barcome made a motion to accept the substitute bill on file with the City Clerk, seconded by Council Member Taylor. The motion carried. Council Member Beck made a motion to recommend this bill to the Council favorably, as amended, seconded by Council Member Serge. The motion carried. BILL NO. 14 -87 A BILL TO VACATE THE FOLLOWING DESCRIBED PROPERTY: THE FIRST EAST -WEST ALLEY NORTH OF MISHAWAKA AVENUE, RUNNING EAST FROM SOUTH 25TH STREET, FOR A DISTANCE OF APPROXIMATELY 128 FEET, TO THE FIRST NORTH -SOUTH ALLEY EAST OF SOUTH 25TH STREET, RUNNING NORTH FROM MISHAWAKA AVENUE. Council Member Serge made a motion to strike this bill, seconded by Council Member Voorde. The motion carried. BILL NO. 15 -87 A BILL TO VACATE THE FOLLOWING DESCRIBED PROPERTY: THE FIRST EAST -WEST ALLEY SOUTH OF WAYNE STREET EXTENDING WEST FROM THE WEST LINE OF ST. PETERS STREET TO THE EAST LINE OF ST. LOUIS STREET, BEING IN COTTRELL'S FIRST ADDITION TO THE TOWN OF LOWELL, CITY OF SOUTH BEND, ST. JOSEPH COUNTY, INDIANA; ALSO, THE FIRST NORTH -SOUTH ALLEY WEST OF ST. PETERS STREET EXTENDING SOUTH FROM THE SOUTH LINE OF WAYNE STREET TO THE NORTH LINE OF THE FIRST INTERSECTING EAST -WEST ALLEY, BEING IN COTTRELL'S FIRST ADDITION TO THE TOWN OF LOWELL, CITY OF SOUTH BEND, ST. JOSEPH COUNTY, INDIANA. Council Member Serge made a motion to continue public hearing on this bill until March 23, seconded by Council Member Taylor. The motion carried. BILL NO. 8 -87 A BILL AMENDING CHAPTER 4 ENTITLED LICENSES AND CHAPTER 5 ENTITLED ANIMALS AND FOWL OF THE SOUTH BEND MUNICIPAL CODE. This being the time heretofore set for public hearing on the above bill, proponents and opponents were given an opportunity to be heard. Council Member Voorde made a motion to accept the substitute bill on file with the City Clerk, seconded by Council Member Beck. The motion carried. Michael Vance, City Controller, made the presentation for the bill. He indicated this bill will designate the St. Joseph County Humane Society to issue licenses on their premises in the City's name. He indicated the City has issued dog licenses for many years, but feels the Humane Society is in a better position to issue the licenses because of their contact with the animal owners. He indicated this upgraded level of licensing would insure greater compliance with the ordinance and with health and safety requirements concerning dog vaccinations, etc. He indicated the passage of this bill will allow the City to better control the dog population. Ralph Johnson, 630 E. Fairview; Ken Donnelly, 2605 Frederickson; Pat Meeks, 1141 E. Calvert, spoke in favor of this bill. Council Member Serge made a motion to recommend this bill to the Council favorably, as amended, seconded by Council Member Barcome. The motion carried. There being no further business to come before the Committee of the Whole, Council Member Serge made a motion to rise and report to the Council, seconded by Council Member Taylor. The motion carried.
