PETERS STREET TO THE EAST LINE OF ST. LOUIS <br />STREET, BEING IN COTTRELL'S FIRST ADDITION TO THE TOWN OF LOWELL, <br />CITY OF SOUTH BEND, ST. JOSEPH COUNTY, INDIANA; ALSO, THE FIRST <br />NORTH -SOUTH ALLEY WEST OF ST. PETERS STREET EXTENDING SOUTH FROM <br />THE SOUTH LINE OF WAYNE STREET TO THE NORTH LINE OF THE FIRST <br />INTERSECTING EAST -WEST ALLEY, BEING IN COTTRELL'S FIRST ADDITION <br />TO THE TOWN OF LOWELL, CITY OF SOUTH BEND, ST. The motion carried. <br />BILL NO. 8 -87 A BILL AMENDING CHAPTER 4 ENTITLED LICENSES AND CHAPTER 5 <br />ENTITLED ANIMALS AND FOWL OF THE SOUTH BEND MUNICIPAL CODE. <br />This being the time heretofore set for public hearing on the above bill, proponents <br />and opponents were given an opportunity to be heard. Council Member Voorde made a <br />motion to accept the substitute bill on file with the City Clerk, seconded by <br />Council Member Beck. The motion carried. Michael Vance, City Controller, made the <br />presentation for the bill. He indicated this bill will designate the St. Joseph <br />County Humane Society to issue licenses on their premises in the City's name. He <br />indicated the City has issued dog licenses for many years, but feels the Humane <br />Society is in a better position to issue the licenses because of their contact with <br />the animal owners. He indicated this upgraded level of licensing would insure <br />greater compliance with the ordinance and with health and safety requirements <br />concerning dog vaccinations, etc. He indicated the passage of this bill will allow <br />the City to better control the dog population. Ralph Johnson, 630 E. Fairview; Ken <br />Donnelly, 2605 Frederickson; Pat Meeks, 1141 E. Calvert, spoke in favor of this <br />bill. Council Member Serge made a motion to recommend this bill to the Council <br />favorably, as amended, seconded by Council Member Barcome. The motion carried. <br />There being no further business to come before the Committee of the Whole, Council <br />Member Serge made a motion to rise and report to the Council, seconded by Council <br />Member Taylor.
