R <br />REGULAR MEETING JANUARY 12, 1987 <br />thence South 00116123" East, Six Hundred Six and Ninety -eight Hundredths <br />(606.98) feet; thence South 00095156" West Three Hundred Sixty and Twnety <br />Hundredths (360.20) feet to the point of beginning. <br />PARCEL II . <br />A part of the Southeast Quarter (1/4) of Section Twenty -eight (28), Township <br />Thirty -eight (38) North, Range Two (2) East of the Second principal Meridian, <br />German Township, St. Joseph County, Indiana and described as follows: <br />Commencing at the Southeast corner of said Section Twenty -eight (28) said point <br />being at the intersection of centerlines of Bendix Drive and Lathrop Street, <br />thence North 90000'00" West (Bearing Assumed) (along the South line of the <br />Southeast Quarter (1/4) of said Section Twenty -eight (28) (being along the <br />centerline of Lathrop) One Thousand Four Hundred Twenty -three and Seventy -five <br />Hundredths (1423.75) feet; thence North 0095156" East, Four Hundred and Twenty <br />Hundredths (40.20) feet; thence North 00016123" West, Six Hundred Six and <br />Ninety -eight Hundredths (606.98) feet to the point of beginning; thence North <br />45002133" West, along the Southerly easement granted to C.S.S. and South Bend <br />Railroad, Two Hundred Two and Thirty -six Hundredths (202.36) feet; thence North <br />44039149" East, Forty feet 940); thence South 45003133" East along the north <br />easement One Hundred Sixty two and Thirty -five Hundredths (162.35) feet; thence <br />South 00016123" West, Fifty -six and Eighty Hundredths (56.80) feet to the <br />place of beginning. <br />as an Economic Revitalization Area; and <br />WHEREAS, notice of the adoption of a Declaratory Resolution and the public <br />hearing before the Council has been published pursuant to Indiana Code <br />6 -1.1- 12.1 -2 -5; and <br />WHEREAS, the Council held a public hearing for the purposes of hearing all <br />remonstrances and objections from interested persons; and <br />WHEREAS, the Council has determined that the qualifications for an economic <br />revitalization area have been met. <br />NOW, THEREFORE, BE IT RESOLVED by the Common Council of the City of South Bend, <br />Indiana, as follows: <br />SECTION I. That the Common Council hereby confirms its Declaratory Resolution <br />designating the area described herein as an Economic Revitalization Area for the <br />purposes of tax abatement. Such designation is for real property tax abatement only <br />and is limited to six (6) calendar years from the date of adoption of the <br />Declaratory Resolution by the Common Council. <br />SECTION II. This Resolution shall be in full force and effect from and after <br />its adoption by the Common Council and approval by the Mayor. <br />Joseph T. James Knepp, attorney, <br />indicated PAI properties planned to construct a building which will be used for <br />offices and associated uses of North American Sign Company. He indicated that the <br />first year thirty new jobs will be created, and thirty -two existing jobs will be <br />retained. Council Member Voorde made a motion to adopt this resolution, seconded by <br />Council Member Zakrzewski. The motion carried on a roll call vote of nine ayes. <br />BILLS, FIRST READING <br />BILL NO. 1 -87 A BILL TO VACATE THE FOLLOWING DESCRIBED PROPERTY: THE EAST AND <br />WEST ALLEY NORTH OF COLFAX AVENUE AND SOUTH OF LASALLE AVENUE <br />RUNNING EAST FROM LAFAYETTE BOULEVARD FOR A DISTANCE OF 166 FEET <br />TO THE WEST SIDE OF AN ALLEY RUNNING NORTH AND SOUTH BETWEEN <br />COLFAX AVENUE AND LASALLE AVENUE IN THE CITY OF SOUTH BEND, <br />INDIANA AND BEING THAT ALLEY LOCATED BETWEEN LOTS 231 AND 232 AS <br />SHOWN ON THE RECORDED PLAT OF THE TOWN, NOW CITY OF SOUTH BEND, <br />ST. JOSEPH COUNTY, INDIANA. <br />This bill had first reading. Council Member Puzzello made a motion to set this bill <br />for second reading and public hearing January 26 and refer it to the Zoning and <br />Vacation Committee, seconded by Council Member Braboy. The motion carried. <br />BILL NO. 2 -87 A BILL TO VACATE THE FOLLOWING DESCRIBED PROPERTY: THE EAST -WEST <br />ALLEY, EXCEPTING 14' NORTH -SOUTH INTERSECTION, IN THE BLOCK <br />BOUNDED BY DUBAIL, CALVERT -GRANT AND WARREN BEING IN HIGHLAND <br />PARK 1ST ADDITION TO THE CITY OF SOUTH BEND, ST. JOSEPH COUNTY, <br />INDIANA. <br />This bill had first reading. Council Member Beck made a motion to set this bill for <br />second reading and public hearing January 26 and refer it to the Zoning and Vacation <br />Committee, seconded by Council Member Braboy. The motion carried. <br />
