REGULAR MEETING <br />AUGUST 9, 1993 <br />Be it remembered that the Common Council of the City of South Bend met in the Council <br />Chambers of the County -City Building on Monday, August 9, 1993, at 7:00 p.m. The <br />meeting was called to order and the Pledge to the Flag was given. <br />ROLL CALL Present: Council Members Luecke, Washington, Puzzello, <br />Slavinskas, Zakrzewski, Coleman, Duda and <br />Ladewski <br />Absent: Council Member Kelly <br />REPORT FROM THE SUB - COMMITTEE ON MINUTES <br />To the Common Council of the City of South Bend: <br />The sub - committee has inspected the minutes of the July 12, and July 26, 1993, <br />meetings of the Council and found them correct. <br />Therefore, we recommend the same be approved. <br />/s/ Stephen Luecke <br />/s/ Loretta Duda <br />Council Member Coleman made a motion that the minutes of the July 12 & 26, 1993, <br />meetings of the Council be accepted and placed on file, seconded by Council Member <br />Washington. The motion carried. <br />SPECIAL BUSINESS <br />Council President Luecke announced the appointment of Council Member Coleman to a <br />joint committee regarding the consolidation of the County and City parks. <br />REPORT OF CITY OFFICES <br />Jack Reed, administrative assistant to the Mayor, discussed ADA requirements. Mr. <br />Reed collapsed at the podium and the meeting was recessed at 7:20 p.m., and <br />reconvened at 7:30 p.m. <br />Council Member Coleman made a motion to resolve into the Committee of the Whole, <br />seconded by Council Member Duda. The motion carried. <br />COMMITTEE OF THE WHOLE <br />Be it remembered that the Common Council of the City of South Bend met in the <br />Committee of the Whole on August 12, 1993 at 7:30 p.m., with eight members present. <br />Chairman Zakrzewski presiding. <br />BILL NO. 45 -93 A BILL AMENDING THE ZONING ORDINANCE FOR PROPERTY LOCATED AT <br />53500 OLIVE ROAD, IN THE CITY OF SOUTH BEND, INDIANA. <br />Council Member Luecke made a motion to continue public hearing on this bill until <br />September 13, at the request of the petitioner, seconded by Council Member <br />Slavinskas. The motion carried. <br />BILL NO. 47 -93 A BILL AMENDING THE ZONING ORDINANCE FOR PROPERTY LOCATED AT 135 <br />EAST IRELAND ROAD, IN THE CITY OF SOUTH BEND, INDIANA. <br />This being the time heretofore set for public hearing on the above bill, proponents <br />and opponents were given an opportunity to be heard. Council Member Slavinskas <br />reported that the Zoning and Vacation Committee had met on this bill and sends it to <br />the Council with no recommendation. John Byorni, Area Plan, gave the Commission <br />Report which was favorable. He indicated the Staff recommendation was unfavorable <br />due to the egress on Norman St., which is residential. Pat Brown, Sitescapes, <br />representing the developers of the property, made the presentation. He indicated <br />they proposed to build an 18 by 67 foot building to fit onto this property. He <br />indicated Area Plan had removed the driveway on to Norman St., and he asked the <br />Council to allow this egress, since Public Works felt there should be a drive onto <br />Norman. He indicated they had met with the neighbors and they approved of the plan. <br />Joe Wilk, 139 Norman, indicated they get quite a few cars going down this dead -end <br />road, and a drive on to Norman would improve the traffic problem on Ireland. He <br />indicated he felt there should be screening around the drive and restaurant. Joe <br />Wilk, Sr., 139 E. Norman, indicated he was in favor of the zoning, however, the <br />traffic problem would be greater than they have at the present time. Della Curtis, <br />149 E. Ireland, indicated she had a problem exiting from her drive on to Ireland. <br />Emogene Woodcox, 127 Norman, indicated the car wash on Michigan has generated a lot <br />of traffic. After a lengthy discussion on possible problems that could be created by <br />having another egress on Norman, Council Member Luecke made a motion to recommend <br />this to the Council unfavorable, seconded by Council Member Slavinskas. The motion <br />failed on a roll call vote of 4 ayes and 4 nays (Council Members Washington, <br />Puzzello, Coleman and Duda.) Council Member Duda made a motion to continue public <br />hearing until August 23, seconded by Council Member Washington. The motion carried. <br />BILL NO. 48 -93 A BILL AMENDING THE ZONING ORDINANCE FOR PROPERTY LOCATED AT 3517 <br />EDISON ROAD IN THE CITY OF SOUTH BEND, INDIANA. <br />This being the time heretofore set for public hearing on the above bill, proponents <br />
