He <br />indicated there was only one black on the Council which was only 11% representation, <br />however, we a have 20% black population in the City. Rev. Timothy Rouse, president <br />of the local NAACP, spoke in support of a nine district Council. Norman Primus, <br />1433 Campeau, indicated he has been fighting for fair redistricting for 18 years. <br />Council Member Luecke made a motion to continue this bill in the public hearing <br />portion until December 28, seconded by Council Member Coleman. The motion carried. <br />Council Member Zakrzewski made a motion to rise and report to the Council, seconded <br />by Council Member Coleman.
