JIM <br />REGULAR MEETING <br />OCTOBER 26, 1992 <br />Be it remembered that the Common Council of the City of South Bend met in the <br />Council Chambers of the County -City Building on Monday, October 26, 1992, at 7:00 <br />p.m. The meeting was called to order and the Pledge to the Flag was given. <br />ROLL CALL Present: Council Members Luecke, Washington, Kelly, <br />Puzzello, Slavinskas, Zakrzewski, Duda, Coleman <br />and Ladewski <br />�`G✓Gll ent L - None <br />SPECIAL BUSINESS <br />Council President Luecke announced that the Council will make two appointments to <br />the Economic Development Commission and one to the Human Rights Commission. He also <br />announced the appointment of a special committee on redistricting and said Council <br />Members Ladewski, Slavinskas and he, as well as two representatives from the League <br />of Women Voters would serve on the committee. <br />Council Member Coleman made a motion to resolve into the Committee of the Whole, <br />seconded by Council Member Kelly. The motion carried. <br />COMMITTEE OF THE WHOLE <br />Be it remembered that the Common Council of the City of South Bend met in the <br />Committee of the Whole on October 26, 1992 at 7:08 p.m., with nine members present. <br />Chairman Puzzello presiding. <br />BILL NO. 53 -92 <br />A BILL AMENDING THE ZONING ORDINANCE OF THE CITY OF SOUTH BEND, <br />INDIANA TO CREATE A RIVER BEND HISTORIC PRESERVATION DISTRICT. <br />This being the time heretofore set for public hearing on the above bill, proponents <br />and opponents were given an opportunity to be heard. Council Member Slavinskas <br />reported that the Zoning and Vacation Committee had met on this bill and had no <br />recommendation for the Council. John Byorni, Area Plan, gave the staff report, <br />which was favorable. Council Member Luecke made the presentation for the bill. He <br />indicated the Council agreed to sponsor this petition for a Historic Preservation <br />District. He indicated the boundaries for this district would be amended, and he <br />presented a map showing the new northern boundary, however, there was no legal <br />description for the new boundaries. John Oxian, president of Historic Preservation <br />indicted the Commission could accept the exception of the area on St. Joseph and <br />East Navarre. He indicated that most of the architecture in this area is of the <br />same style. Mark Sylvester, 701 Riverside Dr.; Bill Hostetler, 708 N. St. Joseph; <br />Dr. Linda Fritchner, 629 Riverside Dr.; Katherine Hostetler, 708 N. St. Joseph; <br />Karen Kiemnec, Director of Historic Landmarks of Indiana, regional office; Barbara <br />Steele, Director of Southhold Restorations; Dave Fritz, 618 Leland, president of the <br />Near Northwest Association; Dr. Susan Hood, 2007 Northside Blvd; Nina Thomas, 605 <br />Riverside Dr.; Gloria Wolvas, 1721 Riverside; Larry Shohl, 527 Riverside; Beverly <br />Lawson, 533 Riverside; Dr. Mike Keen, 535 Riverside Dr.; Sandy Schohl, 527 <br />Riverside; Donna Simmons, 519 Riverside; Keynon Tweedell, 210 Bartlett; Cynthia <br />Marovolo, 615 Edgewater; Wyonette Hill, 225 Hammond P1., and Bruce Wood 225 E. <br />Navarre, spoke in favor of this designation. Anthony Zappia, attorney, for Gene <br />Forsythe, 216 E. Navarre, indicated Mr. Forsythe owned several homes in the area. <br />He indicated they were surprised at the proposed amendment. He indicated there were <br />73 property owners in the area and he submitted a petition signed by 44% against <br />this zoning. He indicated the proposed designation of the district was to stop the <br />growth of Memorial Hospital in that area. He indicated Memorial had purchased four <br />or five parcels within the district. He recommended the Council vote no on this <br />bill. He indicated that if this neighborhood qualified then any other neighborhood <br />in the City could qualify. Dennis Dillman, Real Estate Borker, 1635 N. Ironwood; <br />John Werntz, Architect, 52075 Farmington Square; Eunice Miller, 226 E. Navarre; <br />Francis Henningfeld, 222 E. Navarre; Marilyn Schaut, 213 E. Navarre; spoke against <br />this designation. Ted Foley, Sr. Vice President Memorial, indicated they had no <br />plans to expand the hospital into this area. Christian Luciani, 215 Hammond Place, <br />asked that his property as well as three other homes by excluded from this <br />designation. Council Member Coleman made a motion to continue this bill in the <br />public hearing portion with the he understanding we would only be looking at new <br />information seconded by Council Member Luecke. The motion carried on a roll call <br />vote of seven ayes and two nays (Council Members Washington and Slavinskas.) <br />Council Member Coleman made a motion to refer this bill back to Zoning and Vacation <br />Committee, seconded by Council Member Zakrzewski. The motion carried. <br />BILL NO. 61 -92 A BILL OF THE COMMON COUNCIL OF THE CITY OF SOUTH BEND, INDIANA, <br />AMENDING VARIOUS SECTIONS WITHIN CHAPTER 2, ARTICLE 7 ENTITLED <br />"BUDGETARY AND SALARY PROCEDURES" AND AMENDING VARIOUS SECTIONS <br />WITHIN CHAPTER 2 ARTICLE 8 ENTITLED "CITY OFFICERS AND <br />EMPLOYEES ". <br />Council Member Zakrzewski made a to continue this bill indefinitely, seconded by <br />Council Member Coleman. The motion carried. <br />BILL NO. 73 -92 A BILL OF THE COMMON COUNCIL OF THE CITY OF SOUTH BEND, INDIANA, <br />SETTING THE ANNUAL SALARIES FOR THE MAYOR, CITY CLERK AND COUNCIL <br />MEMBERS FOR CALENDAR YEARS 1993, 1994, 1995, AND 1996. <br />
