He indicated this bill would bring the fee schedule and the operation <br />of the Building Department in conformity with the County ordinance. He indicated <br />the bill also adopts revised editions of State and National building codes, and <br />makes other minor form and content changes. Council Member Coleman made a motion to <br />recommend this bill to the Council favorable, as amended, seconded by Council Member <br />Washington. The motion carried. <br />Council Member Coleman made a motion to combine public hearing on Bill nos. 7 and 8, <br />seconded by Council Member Duda. The motion carried. <br />BILL NO. 7 -92 A BILL TRANSFERRING $220,000 TO AN ACCOUNT WITHIN THE DEPARTMENT <br />OF ECONOMIC DEVELOPMENT. <br />BILL NO. 8 -92 A BILL APPROPRIATING $123,000 TO AN ACCOUNT WITHIN THE DEPARTMENT <br />OF ECONOMIC DEVELOPMENT. <br />This being the time heretofore set for public hearing on the above bills, proponents <br />and opponents were given an opportunity to be heard. Council Member Kelly reported <br />that the Human Resources Committee had met on these bills and recommended them to <br />the Council favorable. Beth Leonard, Economic Development, made the presentation <br />for the bills. She indicated that the owner of the Opelika Building, John Boyer, <br />had been unsuccessful in developing the building. She indicated the building was an <br />eyesore to the area, and they felt he had been given enough time to do something <br />with this building. Council Member Luecke made a motion to recommend Bill No. 7 -92 <br />to the Council favorable, seconded by Council Member Coleman. The motion carried. <br />Council Member Coleman made a motion to recommend Bill No. 8 -92 to the Council <br />favorable, seconded by Council Member Ladewski. The motion carried. <br />BILL NO. 12 -92 A BILL OF THE COMMON COUNCIL OF THE CITY OF SOUTH BEND, INDIANA, <br />AMENDING CHAPTER 2, ARTICLE 4, SECTION 2 -13 OF THE MUNICIPAL CODE <br />TO ESTABLISH A CITY BUILDING DEPARTMENT AND TO ENUMERATE CERTAIN <br />FUNCTIONS OF THAT DEPARTMENT. <br />This being the time heretofore set for public hearing, proponents and opponents were <br />given an opportunity to be heard. Council Member Puzzello reported that the <br />Personnel and Finance Committee had met on this bill and recommended it to the <br />Council favorable. Don Fozo, Building Commissioner, made the presentation for the <br />bill. He indicated that since the consolidation of the County and City building a <br />separate department should be established. He indicated this bill would amend the <br />code and establish a City Building Department. Council Member Coleman made a motion <br />to recommend this bill to the Council favorable, seconded by Council Member Luecke. <br />The motion carried. <br />Council Member Luecke made a motion to rise and report to the Council, seconded by <br />Council Member Coleman.
