East Res. <br />* Funds are subject to the City Controller's determination of availability; if funds are unavailable, as solely determined by the City Controller, then the <br />authorization of the expenditure of such funds shall be void and of no effect. <br />PURPOSE OF REQUEST: Budget request of $315,000 from South Side TIF fund to allow for repair and resurfacing <br />of the Marshall Park tennis courts and adjacent sidewalks to address safety and liability issues. <br />SPECIFICS: This budget request would provide $315,000 to be used for the repair of the (4) tennis courts at <br />Marshall Park. Currently the (2) courts are asphalt and (2) concrete, with the asphalt courts being closed for the <br />past two seasons due to unsafe surfacing conditions due to asphalt cracking. Possible repair options include <br />resurfacing and other court repairs as budget allows, with the highest priority being given to public safety <br />concerns. Additionally, we plan to stripe the courts for mixed use tennis and pickle ball, which is not currently <br />offered on our south side properties. Pickle Ball remains one of our most requested programs and provides a <br />wealth of health and social benefits to its players. <br />Additionally, the concrete sidewalks along the perimeter of the park and adjacent to the tennis courts are in <br />extremely poor condition. Beyond normal associated park traffic, the pedestrian sidewalks along the road are <br />frequented by Marshall attendees, making it an extremely high pedestrian traffic area. <br />Overall, the south side of South Bend has a lower number of parks and associated greenspace compared to <br />other areas of the City. Marshall Park has not seen significant capital investments in the exterior features within <br />the last 14 years. If approved, these improvements will reflect a maximization of current assets, ensuring public <br />safety, and expanding our programmatic offering to our community. <br />Our request reflects our commitment to being excellent stewards of public lands and funds.
