Syr �c.1! BILL NO. 56 -91 A BILL OF THE COMMON COUNCIL OF THE CITY OF SOUTH BEND, INDIANA,APPROPRIATING $25,000.00 FROM THE NEXT DOOR NEIGHBOR PROGRAM FUND. Council Member Coleman made a motion to continue this bill until September 23, seconded by Council Member Luecke. The motion carried. BILL NO. 57 -91 A BILL OF THE COMMON COUNCIL OF THE CITY OF SOUTH BEND, INDIANA, AMENDING VARIOUS SECTION OF CHAPTER 2, ARTICLE 7, OF THE MUNICIPAL CODE OF THE CITY OF SOUTH BEND, COMMONLY KNOWN AS BUDGETARY PROCEDURES. This being the time heretofore set for public hearing on the above bill, proponents and opponents were given an opportunity to be heard. Council Member Puzzello reported that the Personnel and Finance Committee had met on this bill and recommended it to the Council favorable. Katie Humphreys, City Controller, indicated the bill should be amended in by changing the word manning to staffing in two places in Section I, Article &, "d ". Council Member Puzzello made a motion to amend the bill, seconded by Council Member Luecke. The motion carried. Ms. Humphreys indicated they administration was proposing several changes in the budget reporting as a result of the new computer system, in order to improve budget information that is reviewed and approved by the Council. She indicated they were proposing that actual expenditure information for the prior two years be provided. She said they will provide quarterly reports to the Mayor and the Council on the City finances. Council Member Luecke made a motion to recommend this bill to the Council favorable, as amended, seconded by Council Member Coleman. The motion carried. There being no further business to come Member Soderberg made a motion to rise Council Member Zakrzewski. BILLS, THIRD READING ORDINANCE NO. 8211 -91 reconvened in the 7:30 p.m. AN ORDINANCE OF THE COMMON COUNCIL OF THE CITY OF SOUTH BEND, INDIANA, AMENDING CHAPTER 21, ARTICLE 10, "SIGN REGULATIONS ". This bill had third reading. Council Member Coleman made a motion to amend this bill, as amended in the Committee of the Whole, seconded by Council Member Zakrzewski. The motion carried. ORDINANCE NO. 8212 -91 AN ORDINANCE OF THE COMMON COUNCIL OF THE CITY OF SOUTH BEND, INDIANA, AMENDING VARIOUS SECTION OF CHAPTER 2, ARTICLE 7, OF THE MUNICIPAL CODE OF THE CITY OF SOUTH BEND, COMMONLY KNOWN AS BUDGETARY PROCEDURES. This bill had third reading. Council Member Coleman made a motion to amend this bill, as amended in the Committee of the Whole, seconded by Council Member Luecke. The motion carried. BILLS, FIRST READING BILL NO. 58 -91 A BILL AMENDING THE ZONING ORDINANCE FOR PROPERTY LOCATED AT THE SOUTHEAST CORNER OF HOWARD STREET AND ST. PETER STREET IN THE CITY OF SOUTH BEND, INDIANA. Council Member Slavinskas made a motion to refer this bill to Area Plan, seconded by Council Member Puzzello. The motion carried. BILL NO. 59 -91 A BILL AMENDING ORDINANCE NO. 7998 -89 FIXING MAXIMUM SALARIES AND WAGES OF APPOINTED OFFICERS AND NON - BARGAINING EMPLOYEES OF THE CITY OF SOUTH BEND, INDIANA FOR THE CALENDAR YEARS OF 1990, 1991, AND 1992. This bill had first reading. Council Member Coleman made a motion to refer this bill to the Personnel and Finance Committee and set if for public hearing and second reading September 23, seconded by Council Member Duda. The motion carried.
