Syr <br />�c.1! <br />BILL NO. 56 -91 A BILL OF THE COMMON COUNCIL OF THE CITY OF SOUTH BEND, <br />INDIANA,APPROPRIATING $25,000.00 FROM THE NEXT DOOR NEIGHBOR <br />PROGRAM FUND. <br />Council Member Coleman made a motion to continue this bill until September 23, <br />seconded by Council Member Luecke. The motion carried. <br />BILL NO. 57 -91 A BILL OF THE COMMON COUNCIL OF THE CITY OF SOUTH BEND, INDIANA, <br />AMENDING VARIOUS SECTION OF CHAPTER 2, ARTICLE 7, OF THE <br />MUNICIPAL CODE OF THE CITY OF SOUTH BEND, COMMONLY KNOWN AS <br />BUDGETARY PROCEDURES. <br />This being the time heretofore set for public hearing on the above bill, proponents <br />and opponents were given an opportunity to be heard. Council Member Puzzello <br />reported that the Personnel and Finance Committee had met on this bill and <br />recommended it to the Council favorable. Katie Humphreys, City Controller, <br />indicated the bill should be amended in by changing the word manning to staffing in <br />two places in Section I, Article &, "d ". Council Member Puzzello made a motion to <br />amend the bill, seconded by Council Member Luecke. The motion carried. Ms. <br />Humphreys indicated they administration was proposing several changes in the budget <br />reporting as a result of the new computer system, in order to improve budget <br />information that is reviewed and approved by the Council. She indicated they were <br />proposing that actual expenditure information for the prior two years be provided. <br />She said they will provide quarterly reports to the Mayor and the Council on the <br />City finances. Council Member Luecke made a motion to recommend this bill to the <br />Council favorable, as amended, seconded by Council Member Coleman. The motion <br />carried. <br />There being no further business to come <br />Member Soderberg made a motion to rise <br />Council Member Zakrzewski. Council Member Coleman made a motion to pass this <br />bill, as amended, seconded by Council member Luecke. The motion carried. <br />BILLS, FIRST READING <br />BILL NO. 58 -91 A BILL AMENDING THE ZONING ORDINANCE FOR PROPERTY LOCATED AT THE <br />SOUTHEAST CORNER OF HOWARD STREET AND ST. PETER STREET IN THE <br />CITY OF SOUTH BEND, INDIANA. <br />Council Member Slavinskas made a motion to refer this bill to Area Plan, seconded by <br />Council Member Puzzello. The motion carried. <br />BILL NO. 59 -91 A BILL AMENDING ORDINANCE NO. 7998 -89 FIXING MAXIMUM SALARIES AND <br />WAGES OF APPOINTED OFFICERS AND NON - BARGAINING EMPLOYEES OF THE <br />CITY OF SOUTH BEND, INDIANA FOR THE CALENDAR YEARS OF 1990, 1991, <br />AND 1992. <br />This bill had first reading. Council Member Coleman made a motion to refer this <br />bill to the Personnel and Finance Committee and set if for public hearing and second <br />reading September 23, seconded by Council Member Duda. The motion carried. <br />
