Outlook
COA Application - 1709 E Wayne St
From Permits Specialist <permits-specialist@windowsbyrba.com>
Date Thu 2/13/2025 2:01 PM
To DL-Historic Preservation <dl-historicpreservation@southbendin.gov>
7 attachments (7 MB)
NowakMarlene-Contract.pdf; NowakMarlene-Addendum.pdf; NowakMarleneInstaller Package.pdf; 1709 E Wayne St 2.jpg; 1709
E Wayne St 3.jpg; 1709 E Wayne St 4.jpg; 1709 E Wayne St 1.jpg;
Good afternoon,
I have attached a building permit application for an upcoming job. Please let me know if you need
anything else!
https://www.rbakc.com/windows/fibrex-windows-a-quick-faq/
https://www.rbakc.com/windows/double-hung/
Reason for Replacement:
“Us, and the homeowners of 1709 Wayne Street, are requesting approval to replace the windows in their residence
due to structural issues caused by the natural settling of the home over time. While the sashes and frames have
not experienced any rotting or severe deterioration, the settling of the house has caused the windows to no longer
sit plumb, affecting their functionality.
Condition of Existing Windows:
Due to the settling of the home, the windows have shifted, creating horizontal gaps that prevent them from sealing
correctly. The homeowners have adapted by placing makeshift posts in the locks to maintain the ability to securely
lock the windows. However, these temporary solutions are not sustainable, and the windows continue to
experience issues with sealing, energy efficiency, and security.
Need for Replacement:
Shaving down the existing windows to try and compensate for these gaps is not a viable solution, as the gaps are
not vertical but horizontal. This would not address the underlying issues and would likely compromise the
effectiveness of the windows further. Therefore, we recommend a full replacement with windows that are
specifically measured to fit the existing openings and restore both their functionality and efficiency.
Respect for Historical Integrity:
We are fully committed to preserving the historical character of our home and are open to suggestions on
replacement windows that will align with the architectural style and integrity of the property. Our goal is to enhance
both the usability and preservation of the home while maintaining its historical value.
We respectfully request approval for the replacement of the windows to address the functional and structural
concerns outlined above. Thank you for your consideration.”

Thank you,
Tiffany Pecenka
Account Specialist – South Bend/Indianapolis
Renewal by Andersen – Midwest
1320 City Center Drive Suite #350
Carmel, IN 46032
Desk: (317) 575-5574

________________
