Stapp, Whitcomb and Keller <br />Property Owner: Tom and Marlene Nowak <br />Landmark or District Designation: East Wayne Street LHD, <br />Ordinance #7797-87 <br />Rating: Contributing <br />DESCRIPTION OF STRUCTURE/SITE: This frame home is a rectangular plan of two stories with an attic. <br />It features an asphalt shingled gable roof with a large side shed dormer. The siding is aluminum. The windows are <br />grouped and single 6 over 1 double hung windows. Currently, vinyl storm windows are in place outside the original <br />wood windows. There is a detached 2 car garage to the back of the site. <br />DESCRIPTION OF PROPOSED PROJECT: The applicant has requested approval to: <br />1) Remove 13 original, 6:1 double hung windows from the second floor and replace with Renewal by Anderson <br />Acclaim Double Hung 1:1 windows, with a 3x2 grille pattern on the top sash. <br />STANDARDS AND GUIDELINES: <br />Windows: Pages 29-32 <br />SITE VISIT REPORT: Mr. and Mrs. Nowak contacted staff to inquire about replacing their second-story win- <br />dows. Historic Preservation Administrator Ross Van Overberghe and Preservation Specialist Kate Himick conduct- <br />ed site visits on February 4 and February 27. <br />Staff inspected the windows on the second floor of the home, finding that all sashes are in excellent condition. <br />There are no signs of rot, the ropes are in good shape and are attached to the weights, and the glazing is in good <br />condition. The sashes move freely, with some sashes sticking when closed due to paint. The vinyl storm windows <br />have areas that are not sealed and several are not tightly fit into the tracks, allowing air infiltration. <br />Eight of the sashes do not meet evenly, and the locks have been shimmed to operate efficiently. Eight panes of glass <br />are replacement, and all others are original glass. <br />Staff advised the home owners to obtain a quote for replacement of just the storm windows as well as a quote to <br />have the existing original windows “tuned up” by a craftsman to fix the uneven meeting rails and locks, tighten up <br />the stops, and potentially install weather stripping to help with weatherization. <br />STAFF RECOMMENDATION: The Standards and Guidelines state that “original or early windows should <br />be preserved and not replaced unless beyond repair -- defined as over 50% of the original materials needing to <br />be replaced” (p. 29). After thorough inspection of the windows, Staff do not see that a significant percentage of <br />the original material needs to be replaced, has degraded, or is beyond repair. Staff’s recommendation is to locate a <br />craftsman to “tune up” the windows to address unevenly meeting rails and locks and/or replace the existing vinyl <br />storm windows. (Cont’d on page two.)
