12 <br />REGULAR_ME—ETTN_(3_ �T•,T° 4a 1991 <br />- <br />Be it remembered that the Common Council of the City of South Bend met in the <br />Council Chambers of -the County - City Building on Monday, June 24, 1991, at 7:00 p.m. <br />The meeting was - called -to order and the Pledge to the Flag was given. <br />ROLL CALL Present: Council Members Luecke, Niezgodski, Soderberg, <br />Puzzello, Slavinskas, Zakrzewski, Duda, Coleman <br />and Ladewski <br />Absent: None <br />REPORT FROM THE SUB - COMMITTEE ON MINUTES <br />To the Common Council of the City of South Bend: <br />The sub - committee has inspected the minutes of the June 10, 1991 meeting of the <br />Council and found them correct. <br />Therefore, we recommend the same be approved. <br />/s/ Tom Zakrzewski <br />/s /Don Niezgodski <br />Council Member Coleman made a motion that the minutes of the June 10, 1991 meetings <br />of the Council be accepted and placed on file, seconded by Council Member Duda. The <br />motion carried. <br />SPECIAL BUSINESS <br />Council Member Slavinskas made a motion to reappoint Emil Resnik to the Board of <br />TRANSPO, seconded by Council Member Zakrzewski. The motion carried. <br />Council Member Coleman made a motion to resolve into the Committee of the Whole, <br />seconded by Council Member Zakrzewski. The motion carried <br />COMMITTEE OF THE WHOLE <br />Be it remembered that the Common Council of the City of South Bend met in the <br />Committee of the Whole on June 24, 1991 at 7:05 p.m., with nine members present. <br />Chairman Duda presiding. <br />BILL NO. 15 -91 A BILL AMENDING THE ZONING ORDINANCE FOR PROPERTY LOCATED AT 1612 <br />SOUTH BEND AVENUE IN THE CITY OF SOUTH BEND, INDIANA. <br />This being the time heretofore set for public hearing on the above bill, proponents <br />and opponents were given an opportunity to be heard. Council Member Slavinskas <br />reported that the Zoning and Vacation Committee had met on this bill and recommended <br />it to the Council favorably subject to a final site plan indicating this would be <br />used as office space for professional use. John Byorni, Area Plan, gave the staff <br />report which was favorable. Anthony Zappia, Attorney, made the presentation for <br />the bill. He indicated the highest and best use for this property is for low density <br />office space. Council Member Niezgodski made a motion to recommend this bill to the <br />Council favorable, seconded by Council Member Coleman. The motion carried. <br />BILL NO. 31 -91 A BILL APPROPRIATING $65,000.00 RECEIVED FROM THE U.S. DEPARTMENT <br />OF HOUSING AND URBAN DEVELOPMENT'S EMERGENCY SHELTER GRANTS <br />PROGRAM. <br />Council Member Luecke made a motion to continue this bill until July 8, seconded by <br />Council Member Zakrzewski. The motion carried. <br />Council Member Luecke made a motion to combine public hearing on the next two bills, <br />seconded by Council Member Coleman. The motion carried. <br />BILL NO. 36 -91 A BILL APPROPRIATING $581,100 FROM THE COMMUNITY DEVELOPMENT <br />BLOCK GRANT FUND FOR THE PURPOSE OF DEFRAYING THE EXPENSES OF THE <br />DEPARTMENT OF ECONOMIC DEVELOPMENT OF THE CITY OF SOUTH BEND, <br />INDIANA, AND DESIGNATED SUBGRANTEE AGENCIES FOR THE PROGRAM YEAR <br />BEGINNING JANUARY 1, 1991 TO BE ADMINISTERED THROUGH THE <br />DEPARTMENT OF ECONOMIC DEVELOPMENT. <br />BILL NO. 37 -91 A BILL APPROPRIATING $127,832 AMONG VARIOUS ACCOUNTS WITHIN THE <br />DEPARTMENT OF ECONOMIC DEVELOPMENT. <br />This being the time heretofore set for public hearing on the above bills, proponents <br />and opponents were given an opportunity to be heard. Council Member Luecke reported <br />the Human Resources Committee had met on this bill and recommended it to the Council <br />favorably. Jon Hunt, Director of Economic Development, made the presentation for <br />the bills. He asked that Bill No. 36 -91 be amended under Purpose to reflect West <br />Washington Housing Fund. Council Member Luecke made a motion to amend this bill, <br />seconded by Council Member Coleman. The motion carried. He indicated this bill <br />will appropriate moneys for the final phase of the improvement housing in the Monroe <br />Park neighborhood; housing and public improvements in the West Washington <br />
