CITY OF SOUTH BEND JAMES MUELLER, MAYOR <br />DEPARTMENT OF PUBLIC WORKS <br />ERIC HORVATH, DIRECTOR <br />March 4, 2025 <br />Board of Public Works <br />City of South Bend <br />1316 County City Building <br />227 West Jefferson Boulevard <br />South Bend IN 46601 <br />RE: Industrial Discharge Permit Renewal <br />Dear Board Members: <br />The Division of Wastewater recommends approving the Industrial Discharge Permit Renewal for Honeywell <br />International Inc’s (Honeywell) Groundwater Remediation Site at the March 11, 2025, Board of Public Works <br />Meeting. <br />Honeywell has removed a soil vapor extraction system that discharged to sample location #003C00175. Sample <br />location #003C00175 was removed from the scope of the industrial discharge permit as well as the wastewater <br />treatment, pH adjustment, of the spent scrubber water generated by the soil vapor extraction system. The <br />removal of spent scrubber water treatment and discharge changes the requirement of certified operator level <br />required. No Certified Operator is required per Indiana Administrative Code (327 IAC 5-23-4). <br />Honeywell’s requirements were reviewed for necessary changes to ensure the industrial permit remains legally <br />substantiated.
