r82 <br />REGULAR MEETING <br />APRIL 8, 1991 <br />This being the time heretofore set for public hearing on the above bill, proponents <br />and opponents were given an opportunity to be heard. Council Member Soderberg <br />reported that the Public Safety Committee had met on this bill and recommended it to <br />the Council favorable. Council Member Puzzello made the presentation for the bill. <br />She indicated this bill would incorporate safety regulations for all individuals who <br />are owners, tenants, or occupants of a building where a residential swimming pool is <br />located; it would require safety ladders, requirements when such ladders should be <br />locked and barriers. She indicated this bill would effect all pools containing 48" <br />or more of water at any point. She indicated the barrier must be 48" or more around <br />the pool on all sides, and above ground pools shall constitute compliance with the <br />barrier. Council Member Niezgodski made a motion to recommend this bill to the <br />Council favorable, seconded by Council Member Zakrzewski. The motion carried. <br />BILL NO. 23 -91 A BILL OF THE CITY OF SOUTH BEND, INDIANA AMENDING CHAPTER 20 OF <br />THE SOUTH BEND MUNICIPAL CODE ENTITLED "VEHICLES AND TRAFFIC." <br />This being the time heretofore set for public hearing on the above bill, proponents <br />and opponents were given an opportunity to be heard. Council Member Soderberg <br />reported that the Public Safety Committee had met on this bill and recommended it to <br />the Council favorable. Terry Coleman, Administration and Finance, made the <br />presentation for the bill. He indicated this bill allows for a contract with <br />private enforcement service to issue parking violations. Mike Seitz, Chamber of <br />Commerce, Carter Wolff, Director of Center City Associates, and Ron Goodwin, <br />Insty- Print, spoke in favor of this bill. Council Member Soderberg made a motion to <br />recommend this bill to the Council favorable, seconded By Council Member Coleman. <br />The motion carried. <br />Council Member Luecke made a motion to combine public hearing on the next two bills, <br />seconded by Council Member Coleman. The motion carried. <br />Council Member Luecke made a motion to amend Bill No. 25 -91 on page 4, by replacing <br />the word "resolution" with "ordinance ", seconded by Council Member Coleman. The <br />motion carried. <br />BILL NO. 24 -91 A BILL OF THE COMMON COUNCIL OF THE CITY OF SOUTH BEND, INDIANA, <br />TRANSFERRING MONIES FROM VARIOUS ACCOUNTS TO VARIOUS ACCOUNTS <br />WITHIN THE PARKING GARAGE FUND 601 OF SOUTH BEND, INDIANA FOR THE <br />YEAR 1991. <br />BILL NO. 25 -91 A BILL OF THE COMMON COUNCIL OF THE CITY OF SOUTH BEND, INDIANA <br />APPROVING PARKING RATES FOR PARKING GARAGES AND PARKING LOTS <br />OPERATED BY THE BOARD OF PUBLIC WORKS OF THE CITY OF SOUTH BEND, <br />INDIANA. <br />This being the time heretofore set for public hearing on the above bill, proponents <br />and opponents were given an opportunity to be heard. Council Member Puzzello <br />reported that the Personnel and Finance committee had met on these bills and <br />recommended them to the Council favorable. Terry Coleman, Administration and <br />Finance, made the presentation for the bill. He indicated Bill No. 24 -91 <br />transferred funds among various accounts in order to contract for private <br />enforcement of the City's parking ordinances. He indicated Bill No. 25 -91 approves <br />rates charged at parking garages and lots operated by the City; and amends the <br />charge made for after hours parking, which previously has been referred to a the <br />"special event" rate. Council Member Niezgodski made a motion to recommend Bill No. <br />24 -91 to the Council favorable, seconded by Council Member Ladewski. The motion <br />carried. Council Member Niezgodski made a motion to recommend Bill No. 25 -91 to the <br />Council favorable, as amended, seconded by Council Member Ladewski. The motion <br />carried. <br />There being no further business to come before the Committee of the Whole, Council <br />Member Soderberg made a motion to rise and report to the Council, seconded by <br />Council Member Coleman. Council Member Puzzello made a motion to pass this <br />bill, seconded by Council Member Coleman. The bill passed by a roll call vote of <br />nine ayes. <br />
