15: <br />REGULAR MEETING <br />JANUARY 28, 1991 <br />Be it remembered that the Common Council of the City of <br />Council Chambers of the County -City Building on Monday, <br />p.m. The meeting was called to order and the Pledge to <br />ROLL CALL Present: Council Members Lueck <br />Puzzello, Slavinskas, <br />and Ladewski <br />Absent: None <br />South Bend met in the <br />January 28, 1991, at 7:00 <br />the Flag was given. <br />:, Niezgodski, Soderberg, <br />Zakrzewski, Duda, Coleman <br />REPORT FROM THE SUB- COMMITTEE ON MINUTES <br />To the Common Council of the City of South Bend: <br />The sub - committee has inspected the minutes of the January 14, 1991 meeting of the <br />Council and found them correct. <br />Therefore, we recommend the same be approved. <br />/s/ Tom Zakrzewski <br />/s /Don Niezgodski <br />Council Member Coleman made a motion that the minutes of the January 14, 1991 <br />meetings of the Council be accepted and placed on file, seconded by Council Member <br />Duda. The motion carried. <br />SPECIAL BUSINESS <br />Council Member Coleman made a motion to reappoint Ed Ehlers as a member of the Board <br />of Century Center, seconded by Council Member Puzzello. The motion carried. <br />RESOLUTION NO. 1837 -91 A RESOLUTION OF THE COMMON COUNCIL OF THE CITY OF SOUTH <br />BEND, INDIANA, COMMENDING DARCIA KING- O'BLENIS OF NAVARRE <br />MIDDLE SCHOOL FOR BEING SELECTED THE 1991 TEACHER OF THE <br />YEAR. <br />WHEREAS, the Common Council of the City of South Bend, Indiana, recognizes that <br />each year the Indiana Teacher of the Year Selection Committee chooses the most <br />outstanding teacher in the State of Indiana; and <br />WHEREAS, this award is the highest award bestowed by the State of Indiana in the <br />field of public education; and <br />WHEREAS, the State criteria requires a detailed portfolio from each candidate <br />highlighting: the teacher's concern for individual students, skills to inspire <br />learning philosophies and knowledge of current programs in the educational fields, <br />specific contributions to the field of education, and the willingness and ability to <br />improve instructional techniques; and <br />WHEREAS, the City of South Bend is indeed proud of DARCIA KING- O'BLENIS and her <br />many, many examples of teaching excellence. <br />NOW, THEREFORE, BE IT RESOLVED by the Common Council of the City of South Bend, <br />Indiana, as follows: <br />SECTION I. On behalf of all of the residents of the City of South Bend, <br />Indiana, the Common Council hereby publicly commends DARCIA KING- O'BLENIS for being <br />selected the 1991 Indiana Teach of the Year. <br />SECTION II. The Council notes with extreme pride that DARCIA KING O'BLENIS grew <br />up and received all of her formal education in South Bend. She has a long and <br />distinguished line of career teachers in her family. She has taught in South Bend <br />since 1984, and is currently a seventh grade social studies teacher at Navarre <br />Middle School. She is one of the founders of "Rising Stars" a program to improve <br />student attitude and reduce the need for discipline. <br />SECTION III. The City of South Bend salutes DARCIA KING- O'BLENIS for her <br />innovative teaching methods and her caring attitude which has touched and inspired <br />not only her students and colleagues, but also her home town. <br />SECTION IV.
