80 <br />BILL NO. 69 -90 A BILL APPROPRIATING MONIES FOR THE PURPOSE OF DEFRAYING THE <br />EXPENSES OF SEVERAL DEPARTMENTS OF THE CIVIL CITY OF SOUTH BEND, <br />INDIANA FOR THE FISCAL YEAR BEGINNING JANUARY 1, 1991, AND <br />ENDING DECEMBER 31, 1991, INCLUDING ALL OUTSTANDING CLAIMS AND <br />OBLIGATIONS, AND FIXING A TIME WHEN THE SAME SHALL TAKE EFFECT. <br />BILL NO. 70 -90 A BILL LEVYING TAXES AND FIXING THE RATE OF TAXATION FOR THE <br />PURPOSE OF RAISING REVENUE TO MEET THE NECESSARY EXPENSES OF THE <br />CIVIL CITY OF SOUTH BEND FOR THE FISCAL YEAR ENDING DECEMBER 31, <br />1991. <br />BILL NO. 71 -90 A BILL APPROPRIATING MONIES FOR THE PURPOSE OF DEFRAYING THE <br />EXPENSES OF THE CENTURY CENTER FUND OF THE CITY OF SOUTH BEND, <br />INDIANA, FOR THE FISCAL YEAR BEGINNING JANUARY 1, 1991 AND , <br />ENDING DECEMBER 31, 1991 INCLUDING ALL OUTSTANDING CLAIMS AND <br />OBLIGATIONS AND FIXING A TIME WHEN THE SAME SHALL TAKE EFFECT. <br />This being the time heretofore set for public hearing on the above bills, <br />proponents and opponents were given an opportunity to be heard. Ann Puzzello <br />stated that the Personnel & Finance Committee met on these bills last week, during <br />the budget hearing process and indicated that all three bills are sent to the <br />Council with a favorable recommendations. Ann Puzzello, 4th District Council <br />Member, made the presentation on the bill. She asked City Controller Katie <br />Humphreys to read the amendments into the record for Bill No. 69 -90. Katie <br />Humphreys, City Controller, 1319 E. Wayne N. read the amendments as follows: <br />GENERAL FUND 03 City Clerk 4110 Secretary IV from $16,302 to $16,908. 05 City <br />Attorney 4390 Subscriptions & Dues from $11,000 to $10,000. 06 Common Council 4311 <br />Legal from $27,766 to $28,666; 4399 Other Contractuals from $125,000 to $127,850. <br />15 Police 4110 Safetyville from $17,250 to $16,908. 16 Fire 4110 Special Duty Pay <br />(EMT) from $36,750 to $33,250; 4130 EMT Training from $15,000 to $12,000; 4130 Sick <br />Leave Buy Back from $151,000 to $135,000; 4130 Retirement Sick Buy Back from <br />$44,760 to $37,760; 4151 Medical, Surgical, Dental from $80,120 to $63,620; 4154 <br />Clothing Allowance from $182,207 to $191,200. 18 EMS 4110 Special Pay from $43,905 <br />to $45,197; 4120 Salaries & Wages Temp. from $10,336 to $11,400; 4154 Clothing <br />Allowance from $15,181 to $17,100; 4396 Instruction from $ -0- to $8,450. 20 <br />Communication Center 4110 Longevity Pay from -0- to $5,250; 4110 Sick Leave Buy <br />Back from $ -0- to $10,000. 28 Human Rights 4110 Secretary II to IV from $14,536 <br />to $16,908; 4110 Secretary IV from $16,302 to $16,908; 4428 Office Equipment from <br />$10,300 to $ -0 -. 92 Equipment Services 4399 Other Contractuals from $200,000 to <br />$15,000. 97 Code Enforcement 4399 Other Contractuals from $ -0- to $2,280. She <br />stated that indicates changes in the general fund from $29,427,972 to $29,301,854. <br />PARK MAINTENANCE FUND 24 Parks 4110 Bonus from $3,600 to $7,750; 4130 Extra & <br />Overtime Wages from $175,000 to $171,350. Council Member Puzzello made a motion tc <br />amend this bill, seconded by Council Member Luecke. The motion carried. Council <br />Member Niezgodski made a motion to recommend this bill to Council favorable, as <br />amended, seconded by Council Member Puzzello. The motion carried. She also <br />indicated that the budgets total over $50,823,132. Katie Humphreys, City <br />Controller, made the presentation on Bill No. 70 -90. She stated that the current <br />tax rates is 4.8271, and that the advertised tax rate was 8.0677 and the expected <br />tax rate to be 5.0134 an increase of approximately 3.86 percent. Council Member <br />Niezgodski made a motion to recommend this bill to Council favorable,seconded by <br />Council Member Duda. The motion carried. Katie Humphreys, City Controller, made <br />the presentation on Bill No. 71 -90. She indicated that the total for the Century <br />Center Budget is $2,045,736. Council Member Niezgodski made a motion to recommend <br />this bill to Council favorable, seconded by Council Member Luecke. The motion <br />carried. Mayor Joseph Kernan, 114 E. Pokagon, spoke regarding the budget process. <br />He commended City Controller, Katie Humphreys, and Chief Deputy Controller, John <br />Leisenring, for the many hours spent on the budget. He thanked the Council for <br />their participation in the budget process. <br />There being no further business to come before the Committee of the Whole, Council <br />Member Niezgodski made a motion to rise and report to the Council, seconded by <br />Council Member Luecke.
