REGULAR MEETING MARCH 26, 1990 <br />BILL NO. 20 -90 A BILL APPROPRIATING URBAN DEVELOPMENT ACTION GRANT FUNDS TO <br />DEFRAY EXPENSES IN THE DEPARTMENT OF ADMINISTRATION AND FINANCE <br />AND THE DEPARTMENT OF ENGINEERING. <br />This being the time heretofore set for public hearing on the above bill, proponents <br />and opponents were given an opportunity to be heard. Council Member Puzzello <br />stated that the Personnel & Finance Committee met on this bill and recommends it to <br />the Council favorable. Katherine Humphreys, Director, Department of Administration <br />and Finance made the presentation on the bill. She indicated that this bill would <br />allow for UDAG funds to support an additional Construction Manger in the Department <br />of Engineering. She stated that the position is needed due to the anticipated <br />construction in the Downtown area beginning in the summer of 1991. Council Member <br />Niezgodski made a motion to recommend this bill to the Council favorable, seconded <br />by Council Member Voorde. The motion carried. <br />BILL NO. 21 -90 <br />A BILL TRANSFERRING MONIES FROM ONE ACCOUNT TO ANOTHER ACCOUNT <br />WITHIN THE DEPARTMENT OF ADMINISTRATION AND FINANCE IN THE <br />GENERAL FUND OF THE CITY OF SOUTH BEND, INDIANA FOR THE YEAR <br />1990. <br />This being the time heretofore set for public hearing on the above bill, proponents <br />and opponents were given an opportunity to be heard. Council Member Puzzello <br />stated that the Personnel & Finance Committee met on this bill and recommends it to <br />the Council favorable, as amended. Council Member Thomas Zakrzewski made the <br />formal presentation on the bill. He indicated that this bill would allow funding <br />support for the St. Joseph County Strategic Planning Committee. He stated that the <br />committee promises to serve a significant role in promoting better cooperation <br />between the various governmental entities in our community. Kathy <br />Cekanski- Farrand, Council Attorney read into the record the proposed amendment: To <br />renumber current Section II to Section III. To insert new Section II. to read as <br />follows: Section II. The Council further notes that this Ordinance shall be <br />conditioned upon: (1) a presentation being provided to the Council outlining the <br />proposed programs to be addressed by the St. Joseph County Strategic Planning <br />Committee with this funding; and (2) that monies addresed herein shall not be <br />spent by the City in the event that the other entities represented by the Committee <br />do not pass appropriate funding ordinances or documents for this 1990 project. <br />Council Member Puzzello made a motion to amend this bill, seconded by Council <br />Member Voorde. The motion carried. Council Member Niezgodski made a motion to <br />recommend this bill to the Council favorable, as amended, seconded by Council <br />Member Duda. The motion carried. <br />There being no further business to come before the Committee of the Whole, Council <br />Member Zakrzewski made a motion to rise and report to the Council, seconded by <br />Council Member Coleman. Council Member Slavinskas made a motion to pass this <br />bill, seconded by Council Member Voorde. The bill passed by a roll call vote of <br />nine ayes. <br />AN ORDINANCE AMENDING THE ZONING ORDINANCE AND ESTABLISHING AN HISTORIC LANDMARK <br />FOR PROPERTY LOCATED AT 630 W. WASHINGTON, IN THE CITY OF SOUTH BEND, INDIANA. <br />This bill had third reading. Council Member Coleman made a motion to pass this <br />bill, seconded by Council Member Duda. The bill passed by a roll call vote of nine <br />ayes. <br />ORDINANCE NO. 8079 -90 <br />AN ORDINANCE OF THE CITY OF SOUTH BEND, INDIANA, AMENDING THE MUNICIPAL CODE OF THE <br />CITY OF SOUTH BEND, BY THE INCLUSION OF NEW SECTION 13 -57.1 OF ARTICLE 4, CHAPTER <br />13, TO BE ENTITLED: USE OF POLICE OFFICERS AT LARGE PARTIES OR GATHERINGS REQUIRED <br />A SECOND RESPONSE. <br />31 <br />
