CR-30 - Public Housing 91.220(h); 91.320(j) <br /> Actions taken to address the needs of public housing <br /> The Housing Authority of South Bend (HASB) continued in 2024 to provide high quality services to the <br /> residents of South Bend. HASB successes included continuing the administration of its Housing Choice <br /> Voucher Program (HCV). <br /> The HCV Program assists in housing more than 2,000 individuals and families each month. In 2024, the <br /> program grew to provide rental assistance of more than $2 million per month. In addition, the number <br /> of housing providers within the program that accept the voucher as payment increased by more than 50 <br /> providers. <br /> HASB is pleased to report that we are able to directly support the efforts of our local VA by <br /> administering a local HUD-VASH (Veterans Affairs Supportive Housing) program assisting 90 veterans or <br /> their families. HASB also expanded its Foster Youth to Independence program by adding incremental <br /> vouchers. We are now able to support 22 former foster youth aging out of Public Child Welfare Agencies <br /> (PWCA5). Under FYI, HASB provides housing assistance on behalf of Youth at least 18 years and not more <br /> than 24 years of age who left foster care, or will leave foster care within 90 days, in accordance with a <br /> transition plan and are homeless or are at risk of becoming homeless at age 16 or older. <br /> HASB is pleased to partner with Diamond View Apartments and The Monreaux by awarding Project <br /> Based Vouchers to each development. HASB has completed the funding review for Diamond View and is <br /> looking to kick off the review with the Monreaux in 2025. <br /> The HCV Program established and continues with a monthly housing provider training initiative to <br /> provide education to housing providers on the program requirements including Housing Quality <br /> Standard Inspections. The Housing Quality Standard (HQS) inspection is a requirement that all <br /> properties must pass before being eligible for subsidized rent payments through the HCV Program. <br /> In 2024,the HCV Program continued its momentum toward helping house those meeting the Extremely <br /> Low-Income requirements. <br /> Created Resident Services position to engage with families, specifically families with children to connect <br /> them to resources and engage the youth in after school activities. <br /> Opened resident services offices at each of the family properties, Laurel Court, Edison Gardens, and <br /> LaSalle Landing to provide residents with on-site resources and access to technology to address their <br /> need for access to technology. <br /> Renovated over 60 units to address the outstanding quality of tenancy at all HASB properties. <br /> A Community Room opened at Westcott to provide the residents with a place to gather and participate <br /> CAPER 32 <br /> OMB Control No:2506-0117(exp.09/30/2021) <br />
