TAX ABATEMENT REPORT Filed in Clerk's Office <br /> TO: South Bend Common Council <br /> rad <br /> FROM: Erik Glavich, Director, Growth and Opportunity Bianca Tth Bo <br /> City Clerk,South Bend, IN <br /> SUBJECT: Real Property Tax Abatement Petition for Blueprint, LLC <br /> DATE: February 19, 2025 <br /> On February 19, 2025, a petition for tax abatement from Blueprint LLC was filed with the Office <br /> of the City Clerk. The petition seeks consideration for a real property tax abatement for property <br /> located at 25471 Cleveland Road, which was recently annexed to the City of South Bend. <br /> Pursuant to Chapter 2, Article 6, Section 2-84.9 of the Municipal Code of the City of South <br /> Bend, the petition was referred to the Department of Community Investment for purposes of <br /> investigation and preparation of a report determining whether the area qualifies as an Economic <br /> Revitalization Area pursuant to Indiana Code 6 1.1-12.1 and all zoning requirements have been <br /> met. <br /> The Department of Community Investment has reviewed the petition, investigated the area, and <br /> makes the following report. <br /> Project Summary <br /> • The property was annexed to the City of South Bend on January 6, 2025. Blueprint, LLC, <br /> also combined what were formerly four parcels into one. <br /> • The petitioner, Blueprint, LLC, is under common ownership with HRP Construction Inc. <br /> HRP Construction intends to build an office, workshop, and warehouse at property that <br /> was recently annexed to the City. HRP Construction has outgrown its current facilities, <br /> and this development is critical for continued company growth. The project also enables <br /> HRP Construction to consolidate all of its regional operations, including those outside of <br /> the City of South Bend, to this new <br /> • The project consists of 3 buildings totaling 30,314 square feet of office, workshop, and <br /> warehousing spaces. Private investment for this project is approximately$7.3 million. <br /> • The project will contribute to the expansion of jobs on the northwest side of South Bend <br /> and ensure a local company expands and grows within the city limits. <br /> Employment Impact <br /> Per this petition and supporting material, it is estimated that HRP Construction Inc.: <br /> • By the end of 2026, the petitioner estimates that at least six (6) new full-time jobs with an <br /> estimated total annual payroll of$499,200 will be created. <br />
