STAFF REPORT <br />TOWN TOWER MOTEL, INC. - #742 -81 May 8, 1981 <br />423 N. Michigan, 416 N. Main, South Bend <br />REQUESTED ACTION: The petitioners are requesting a zone change from <br />"C" Commercial, "F" and "G" Height and Area to <br />"A -3" Mixed Use, Multi- family Residential and <br />Commercial, "G" Height and Area, to allow for <br />"Multi- family apartments and bar." <br />EXISTING LAND USE: The site contains an abandoned motel complex. <br />SURROUNDING LAND USE AND ZONING: Located to the north, east, and south are commercial <br />business and offices zoned "C" Commercial, "F" and <br />"G" Height and Area; and to the west is the Masonic <br />Temple and a church zoned "B" Residential, "G" <br />Height and Area. <br />APPLICABLE PARKING REGULATIONS: Multi- family uses require one parking space per unit, <br />and cocktail lounges require one parking space per <br />3 customer seats. <br />ACCESS: <br />There are 2 access points each on Main Street, <br />Madison Street, and Michigan Street. <br />DRAINAGE: <br />The drainage has not been addressed by the petitioner. <br />DATA: <br />The total site is 47,590 square feet. Of that, <br />18,555 square feet or 39% of the site is occupied <br />by buildings, 27,500 square feet or 57.8% of the <br />site is used for parking and drives, and 1523 square <br />feet, or 3.2% of the site is open space. <br />SITE PLAN: <br />The site plan is preliminary. <br />AGENCY COMMENTS: <br />The City Engineer has the following comments; <br />"1. Based on available data the parking spaces <br />provided are inadequate for the intended use. To <br />better determine exact number required more infor- <br />mation is needed on the cocktail lounge. <br />2. The location of some of the parking spaces should <br />be redesigned. <br />j <br />3. Handicapped spaces should be 12' wide. <br />4. One parking spot in the extreme southwest corner <br />of the property is insufficient in size and should <br />be corrected. <br />
