South Bend Redevelopment Commission Regular Meeting —April 25, 2013 6. NEW BUSINESS (CONT.) A. South Bend Central Development Area (4) Amendment to Proposal for Professional Services related to Memorial Hospital Area Fagade Improvements Mr. Relos noted on May 31, 2012, the Commission approved a professional services agreement with The Troyer Group for the spec documentation, bidding, and construction administration for the removal and replacement of new windows on the south and west sides of the Skyway Building, which is attached to Memorial Hospital via the Skyway Bridge. This agreement was for a not -to- exceed amount of $7,000 (proposal range was $5,000 - $7,000 with reimbursables). When the proposal was submitted by Troyer, it was thought the windows project would coincide with the Skyway Bridge project. Because of delays in being able to start the windows project (occupancy of certain floors, weather, etc.), the two projects will not be running concurrently. Because of delay, we need to increase the original Troyer agreement. The amount of this increase is $10,000, taking the total to a not -to- exceed of $17,000. Construction cost for the windows project is $302,100, making this new agreement amount 5.6 %, which is below the industry standard of 10 %. Staff requests approval of this amended professional service proposal in the not -to- exceed amount of $17,000. Ms. Jones asked whether the delay has anything to do with the discovery of the mold in the skyway. Mr. Relos responded that it does. Ms. Jones asked since The Troyer Group had not anticipated this, remediation is part of the repair. Mr. Relos responded that when they were doing a mock up on the first window and began removing the vinyl interior wallpapering, they discovered the mold. Since then, they have been doing quite an extensive research throughout the building to see the full extent of the mold. They are now going through a testing phase of the entire building which will be handled separately from our contracts. Mr. Downes asked when the bridge project is expected to be done. Mr. Relos responded they are planning on it being finished soon. They were able to work on the interior of the bridge during the winter season. The big delay this spring has been the EFIS exterior which cannot be installed until temperatures are at least 40 degrees at night.
