South Bend Redevelopment Commission <br />Regular Meeting —April 25, 2013 <br />6. NEW BUSINESS (CONT.) <br />H. Ratification of Services Contracts <br />Upon a motion by Mr. Downes, seconded by Mr. Alford and unanimously carried, the <br />Commission ratified the Services Contracts. <br />7. PROGRESS REPORTS <br />A. Other <br />(1) Fellows Street Update Improvement Project <br />Mr. Kain noted that on April 18, 2013, a public meeting was held for the residents of <br />Fellows St. The majority of the residents did attend to hear the progress on the Fellows <br />St. /Ireland Rd. intersection. INDOT informed us that the project they are currently working <br />on has been delayed, so their anticipated completion time of June has been moved to later <br />this year. The Fellows St. acquisition process has begun, which includes one full acquisition, <br />some partial acquisitions, and some construction easements. The acquisition process will <br />take approximately 4 -6 months. Therefore, the construction of the Fellows St. and Ireland <br />Rd. intersection will not happen this year, but in spring 2014. The drainage solution which <br />many of the residents complained about will be addressed through pervious pavement, <br />allowing the water to drain directly into the ground. There will be a small retention pond on <br />the northwest corner of Fellows and Ireland. It will be a dry pond which will accumulate a <br />maximum of12 -24 inches of water. All of these issues were communicated in meeting with <br />the residents of Fellows St. and had a very positive outcome. The only concern that was <br />expressed was the wish for an additional stop sign on Fellows St. and Walter. The city <br />engineer said that stop signs are driven by traffic count and the traffic counts there do not <br />warrant an additional stop sign. Beyond that the meeting was a positive one. <br />Mr. Kain noted that 2 of the traffic calming solutions will be implemented this year: one <br />being the 3 -way stop sign and the second being the parking striping. <br />Mr. Downes asked if once INDOT is finished with their construction, are we planning to do <br />future traffic counts to make sure the estimates we based our decisions on are correct. Mr. <br />Kain responded we will be working with MACOG who does the traffic counts, to give us <br />both a baseline count and a count after the new road is opened. We will continue to monitor <br />the count occasionally. <br />(2) Call for Offers <br />Mr. Inks noted that there are two calls for offers that are currently out. One will be returned <br />Friday, April 24 and the other to be returned on Wednesday, May 01. Also the Commission <br />is in the process of putting the finishing touches on a Request for Proposal (RFP) for an <br />accelerator building at Ignition Park. <br />15 <br />
