Page 1 of 1 <br />INTER-OFFICE MEMORANDUM <br /> DEPARTMENT OF PUBLIC WORKS <br /> DIVISION OF ENGINEERING <br />TO: Theresa Heffner, Clerk <br />Board of Public Works <br />FROM: Zach Hurst, PE, Sr. Project Engineer <br />SUBJECT: Award Proposal - Project No. 123-074 <br />Madison Lifestyle District – New Parking Garage – CMc <br />DATE: 02/04/2025 <br />On December 17, 2024, the Board of Public Works opened and read proposals for the above <br />project. <br />The scope of work is to construct a seven-level parking garage containing at least 600 spaces <br />on the block bounded by Main, Madison, and Michigan Streets. The City’s development partner, <br />Great Lakes Capital (GLC), will then ‘wrap’ the parking garage with apartments and ground-floor <br />commercial space. GLC will also construct a 100-key hotel on the parcel. <br />The City’s portion of the project has a $20M budget. <br />Five proposals were received: <br />•CRG Residential <br />•CSM Group <br />•FA Wilhelm <br />•Garmong <br />•Shiel-Sexton <br />All five proposals were responsive to the criteria set forth in the Request for Proposals. <br />After a thorough review, along with in-person interviews with Wilhelm, Garmong and CRG <br />Residential, the Proposal Scoring Committee recommended selection of the FA Wilhelm <br />proposal. <br />In accordance with IC 5-32-4-1, staff requests the Board of Public Works approve selection of <br />the FA Wilhelm proposal so staff may enter into contract negotiations to hire FA Wilhelm as the <br />Construction Manager for the new parking garage. <br />February 11, 2025
