ORDINANCE NO._ AN ORDINANCE OF THE COMMON COUNCIL OF THE CITY OF SOUTH BEND, INDIANA, AMENDING CHAPTER 2, ARTICLE 1, SECTION 2 -2 OF THE MUNICIPAL CODE OF THE CITY OF SOUTH BEND, ENTITLED ADOPTION OF RULES AND REGULATIONS OF THE COMMON COUNCIL AND POWERS THERETO STATEMENT OF PURPOSE AND INTENT The Common Council of the City of South Bend recognizes the many educational benefits of meetings, conferences and seminars which are frequently held for public officials. The Common Council further recognizes that attendance at such meetings, conferences, and seminars enables the individuals to learn about new programs and laws which are being utilized in other communities. In the interest of developing a systematic procedure to inform the entire Common Council of new programs and laws which are highlighted at various meetings, conferences, and seminars; the Council hereby requires the filing of a written report from each Councilman following his or her attendance. The Common Council believes that such a reporting system will further professionalize the communication of any new information received; and will enable the entire Council to benefit from an individual Council- man attending such meetings. NOW, THEREFORE, BE IT ORDAINED BY THE COMMON COUNCIL OF THE CITY OF SOUTH BEND, INDIANA, as follows: SECTION I. Chapter 2, Article 1, Section 2 -2 of the Municipal Code of the City of South Bend, Indiana, is hereby amended by the inclusion of new sub - section (k) which shall read as follows: Sec. 2 -2 Adoption of rules and regulations by the Common Council and powers thereto. (k) Each Councilman shall file a written re ort with the City Clerk within fourteen 1 n i days after atteng any meetin con erence or seminar where u lic unds are used to finance his or er atten ance. The report shall include the following information: name, date, and place of meeting conference or seminar; principle spea ers and topics covered brief descriptive narrative of the subject matter discussed; indication of whether written handouts are available; and name of Councilman in attendance. SECTION II.
