BILL NO. 76 -8 <br />ORDINANCE NO. 7/0 S- Pot <br />AN ORDINANCE AMENDING CHAPTER 2 OF THE <br />SOUTH BEND MUNICIPAL CODE, ESTABLISHING EXECUTIVE <br />DEPARTMENTS AND ADMINISTRATIVE PROVISIONS <br />STATEMENT OF PURPOSE AND INTENT <br />Indiana Code 36 -4 -9 -4 requires that the Common Council by <br />ordinance passed upon recommendation of the Mayor establish executive <br />departments it considers necessary to perform efficiently the <br />administrative functions required to fulfill the needs of the City's <br />citizens. Portions of Chapter 2 of the South Bend Municipal Code <br />require updating to bring them into compliance with current needs and <br />with recent changes in state law. <br />NOW, THERFORE, BE IT ORDAINED BY THE COM14ON COUNCIL OF THE <br />CITY OF SOUTH BEND, INDIANA, AS FOLLOWS: <br />SECTION I. Chapter 2, Article 2 of the South Bend Municipal <br />Code is deleted in its entirety and reserved for future use. <br />SECTION II. Chapter 2, Article 3 of the South Bend <br />Municipal Code is deleted in its entirety, and reserved for future <br />use. <br />SECTION III. Chapter 2, Article 4 of the South Bend <br />Municipal Code is deleted in its entirety, and a new Article 4 is <br />enacted as follows: <br />ARTICLE 4. EXECUTIVE DEPARTMENTS. <br />Section 2 -13. Departments Established. <br />(a) The following executive departments are established to <br />perform administrative functions required to fulfill the needs of <br />the City's citizens: <br />(1) Administration and Finance Department <br />(2) Law Department <br />(3) Public Works Department <br />(4) Police Department <br />(5) Fire Department <br />(6) Public Parks Department <br />(7) Economic Development Department <br />(8) Code Enforcement Department <br />(b) In addition to functions statutorily provided, the <br />administrative functions of the departments of the City shall be as <br />follows: <br />(1) Administration and Finance Department <br />(a) Administrative matters <br />(b) Fiscal matters <br />(c) Purchasing <br />(d) Personnel <br />(e) License issuance <br />(f) City parking garages and parking lots <br />
