Engineer shall perform or furnish the following Additional Services: <br />Background and Purpose <br />In June 2024, the U.S Environmental Protection Agency (EPA) published final <br />regulatory limits for six (6) per- and poly-fluoroalkyl substances (PFAS) in the <br />federal register. Public Water Systems (PWSs) will need to comply with the PFAS <br />regulations within five (5) years (by April 2029) and will be based on a running <br />annual average (RAA). <br />The City of South Bend owns and operates nine (9) water treatment plants (WTPs) <br />relying on groundwater from different wellfields. The North and Pinhook WTPs are <br />the only two facilities with finished water PFAS levels above the maximum <br />contaminant levels (MCLs). Both facilities contain PFOS above the MCL. The <br />Pinhook WTP also contains PFHxS and the HI above the MCLs. <br />Engineer is currently performing a treatment alternatives evaluation for the various <br />WTPs in the South Bend distribution system. Within that study, anion exchange <br />(AIX) was selected as the optimal treatment technology for the North and Pinhook <br />WTPs due to a variety of financial and non-financial factors. The City has <br />requested support from Engineer to conduct bench-scale testing to select the best- <br />performing AIX resin for the two sources, which will also aid in permitting of the <br />new treatment process.
