Explain how these savings are monitored and verified. <br />CMTA has an M&V team, led by an accountant, dedicated to tracking all projects in the performance period. Our M&V team <br />collects all relevant utility bills and tracks the energy usage for every building under a CMTA contract. Tracking project <br />performance in this manner allows us to identify and correct operational issues before missing a contract guarantee. For example, <br />during the M&V monitoring on one of our recent projects, the project manager was able to identify a failed water heater relief <br />valve after recognizing an anomaly in the utility bills. The failed valve was causing excessive water and gas consumption. CMTA <br />repaired the valve and normal energy consumption resumed, eliminating a need for baseline adjustment. <br />Our Measurement and Verification of project savings consists of an annual reconciliation report covering each year of the <br />guarantee term. Itis a simple and concise report, yet very powerful. Graphs are provided for each facility (an example shown on <br />below), showing the guaranteed production vs. actual production for a solar PV array. The numbers are taken straight from the <br />measured inverter production with no adjustments. The annual production from the solar array is quite simply the savings. No <br />regression analysis or complex modeling required. To date, <br />CMTA has never fallen short of a performance guarantee and in every circumstance excess savings, above and beyond the <br />guarantee level, were achieved for our clients. <br />vi. Indicate which non -utility savings types are guaranteed. <br />For this project, there are no additional non -utility cost savings projected. <br />vii. Describe how you maximize Owner's return on investment. <br />CMTA's approach to performance contracting is a key driver of value to each project. We believe in having the minimum numbers <br />of layers within the project team to control mark-ups and direct costs as much as possible. Our approach includes: <br />• Fully Engineered Design Documents—CMTA uses our own team of design professionals to generate a full set of biddable <br />contract documents for our projects. <br />• Open Book Pricing — Every energy savings performance contract CMTA has completed features open book pricing. We <br />understand that every project we complete is a long-term partnership, and we do not hide costs, overhead, or profit <br />from our partners. <br />• Vendor Neutral — CMTA does not sell, nor are we affiliated with, any equipment manufacturers or products of any kind, <br />allowing us to be completely neutral when it comes to selecting the best product for the City of South Bend, both in <br />terms of quality and expense. <br />• Local Subcontractors — CMTA believes that the best pricing for any project is through a competent local subcontractor. <br />This reduces the contractor's travel expenses, as well as keeping the money within the Owner's region. <br />• Third -Party Financing -CMTArelies on true third -party financial professionals to facilitate financing for our clients. These <br />professionals, unlike ESCOs, have a fiduciary duty to act in the best interest of the Owner.
