RFQ Response for Guaranteed Energy Savings Contract . ■ • • CMTA
South Bend Central Fire Station & MLK Dream Center Solar PV *a.-*
City of South Bend, Indiana • • 0
Be Measurement & Verification
a. Describe the methodologies used to calculate baseline utility consumption.
CMTA's method to compute baseline use is simple and
straightforward with no computer modeling,
formulas, or calculations that are difficult to
understand. We simply collect utility data from actual
utility bills over a representative baseline period that
typically encompasses the previous two to three
years. CMTA always utilizes actual usage and billing
from the utility company to compile the baseline. We
will work directly with the City of South Bend and the
utility companies serving the city to gather
bills. Multiple years of data are preferred to avoid any
potential outliers in usage, consumption, or billing
errors.
A sample data analysis spreadsheet summary is shown
to the right.
cry Ball nnnev Nea an 4y666
p
Photo
rgv summary _
—
El
lal
UMerm 5
ul lkeN/lel
wvl/.pana
$A
h,hle a a am to
- Average Energy Data
lan
205
211
$ 6p23
$ 91.
22 114
325$
Feb
$
$
$
$
$
$
Rprr
219
$ 5,059
$ 326
$ 120
266
$
mat
$
$
$
lun81,360
216
228
$ 6,638
36
$
$ 565
314
$
lul
$
6,044
$
$
212
296
$
36
171
27 $ 602
332
$
$ 1.2
N
324
$
$
$
$
Nov
17 0201
231
$ 6,462
$
94
$
$ 411
325
$
$
b. Describe the methodologies likely to be used to $ $
verify annual savings.
Option C is our standard for whole -building projects
and renovations because we believe the bills tell the
story of the building and the savings, etc. However, for
this solar only project, we believe option a is the true
measure of performance. All guarantees are directly
measured from the array production, which is the
variable that our design and project have the ability
to impact. This data would come directly from the
inverter or a dedicated solar production meter
installed on site, which would be put directly around
the PV AC output feed interconnecting to buildings
electrical infrastructure.
Electric (kWh)
Ell,
000 ■■■000 ■■■■000 000 ■■■
Gas (Therms)
Demand (kW)
Expense
$J,180
: $7%
Total
$88,896
$75,615
85%
a Water a Gas a Electric
c. Describe your firm's approach to accounting for equipment or operational changes that impact savings estimates during the
period of performance.
During the length of the guarantee, CMTA will be monitoring and ensuring the system is meeting the utility savings within the
contract. Since we are guaranteeing this project through Option B, operational changes outside of an inverter, rapid shutdown
unit or module failure will not impact the guarantee. If equipment does fail, CMTA will get an email alert from the monitoring
software or our team will find it during the daily monitoring check in. From there we would communicate with the owner to let
them know of the issue and communicate the issue may impact the guarantee if it is not remedied. If the owner has chosen a
longterm 0&M plan with CMTA, we would communicate the issue to the owner and sent our O&M team out to address the issue
and bring the system back up to operational standing.
Lastly, Whether adjustments relate to matters such as weather, equipment failure all baseline adjustments will be mutually agreed
upon by CMTA and the City of South Bend.
a. Attach a Measurement and Verification Plan and Annual Savings Report from a recent project.
This report can be found in Appendix G.
Page 1 13 Page content is proprietary and confidential
8 — Measurement & Verification
Performance Contracting I MEP Engineering I Zero Energy Engineering I Technology I Commissioning
