Your Committee OF THE WHOLE to whom was referred BILL NO. 88 -82 A BILL APPROPRIATING $500,000 FROM THE 1982 COMMUNITY BLOCK GRANT FUND TO SUPPLEMENT THE ECONOMIC DEVELOPMENT CAPITAL FUND TO BE ADMINISTERED BY THE CITY OF SOUTH BEND, INDIANA, THROUGH ITS DIVISION OF COMMUNITY DEVELOPMENT. Respectfully report that they have examined the matter and that in their opinion THIS BILL SHOULD BE RECOMMENDED TO THE COUNCIL FAVORABLE: AS AMENDED: By substitution of a new bill, and amending this bill in in Section III to read: This appropriation is subject to the following condition: that each direct and indirect recipient of said funds herein appropriated shall agree that fair and equitable arrangements shall be made to protect the interests of any current employees effected by such financial assistance. Such arrangements shall include the obligation to collectively bargain with any representatives of such current employees so that a policy of non - displacement of current full -time employees is met. The Division of Community Development shall be charged with overseeing this provision. Failure to comply with the non - displacement policy, shall be grounds for automatic repayment of such funds received, to the City of South Bend, Indiana.
