Another reason for this decline was the advance billing and prepayment of <br /> certain licenses (i.e. automotive repair and alarm agent licenses) in December 2009 <br /> for the 2010 fiscal year. <br /> Licensing fee revenue during 2010 through 2012 has remained consistent and is <br /> significantly higher than 2007/2008 revenue levels. <br /> P. 4 <br />
