Cover Letter to Soils and Water Tables Review Ordinance April 17, 2013 Page 2 Authorizes the Building Commissioner, in conjunction with the Director of Public Works, to implement additional conditions if warranted such as requiring soil borings, recommend relocation, recommend that elevations be given, deny the construction of a basement, require subsurface drainage system, require a drainage system around the exterior walls; require a drainage system under a basement floor; or require sump pumps with back -up power supplies Additionally, a cross - reference is made in the ordinance to the Building Commissioner's current authority to deny a permit when deemed necessary. We are also attaching examples of the many sources of documentation available on ground water from the USGS for informational purposes. We believe that the proposed regulations are reasonable and a proactive measure to address real concerns so that the safety, health and welfare of our citizens are protected. This ordinance is proposed a similar spirit in which Ordinance No. 10225 -13 was made. That ordinance was passed by the Common Council on March 25, 2013, and continues the requirement for a Certificate of Occupancy which has been deleted from the Building Code.
