Attached is an Ordinance which amends the 2013 Salary and Wage Ordinance ( 410199 -12) for non - bargaining employees of the City of South Bend, Indiana to create that job position within the City. It will be a part-time position, 25 hours per week, or .625 FTE. With the creation of this position, the City will greatly advance the goal and purpose of the Diversity ordinance - -to educate, attract, and better enable minority and women owned businesses to participate in City contracting opportunities. With this ordinance, a separate ordinance is being filed to appropriate funds for the salary and benefits of the Diversity Compliance Officer at $20,575.00, for the remainder of calendar year 2013, as well as to appropriate $5,000.00 for. professional association fees related to diversity development. The City Administration believes this Ordinance will help achieve the goals of the Diversity Development Ordinance of 2011, and hopes that the Council will approve both this and the companion appropriation Ordinance. I will present the companion Resolution and Ordinance to the Common Council at its Committee meeting and at the public hearing.
