SUBSTITUTE * <br />BILL NO. 121 -81 <br />ORDINANCE NO. R % <br />AN ORDINANCE OF THE COMMON COUNCIL <br />OF THE CITY OF SOUTH BEND, INDIANA <br />AMENDING VARIOUS SECTIONS OF CHAPTER <br />4 OF THE MUNICIPAL CODE OF THE CITY <br />OF SOUTH BEND, COMMONLY KNOWN AS <br />LICENSES <br />STATEMENT OF PURPOSE AND INTENT <br />The Common Council of the City of South Bend has made a <br />comprehensive review of the various license fees and practices of <br />the City. <br />The Council has found that many have not been reviewed since <br />1916. It has also found that many license procedures have not been <br />enforced -by the City,therefore warranting a review to improve enforcemer <br />The Council believes that fair and reasonable fees should <br />be established where the City is actually providing services. <br />The Council further believes that all fees should services <br />bereasonably <br />related to the cost incurred by the City to p <br />protect the public health, safety, and welfare of the Community. <br />This ordinance would call for the annual review of all <br />license fees, and a semi - annual report from the City Controller <br />regarding implementation of these provisions. <br />It would provide for a ticketing system of $25.00 per day <br />for each day that a business operates without a license; as well <br />as including a ten percent (10 %) late charge for licenses obtained <br />after January 31st each year. <br />The Common Council believes that such an ordinance is in <br />the best interest of the citizens of South Bend. <br />NOW, THEREFORE, BE IT ORDAINED by the Common Council of the <br />City of South Bend, Indiana, as follows: <br />Articles 1 -7 <br />SECTION I. Chapter 4/ of the Municipal Code of the City of <br />South Bend, Indiana,are hereby deleted in, their entirety and are amended <br />to read as follows: <br />Chapter 4.
