PARENT, Mayor <br />COUNTY -CITY BUILDING a SOUTH BEND, INDIANA •08£01 <br />DIVISION OF COMMUNITY DEVELOPMENT <br />M E M O R A N D U M <br />TO: Members of the Common Council <br />FROM: Colleen Rosenfeld, Community Development Director <br />SUBJECT: Ordinance to appropriate $50,000 from 1981 CDBG <br />Unspecified Local Option funds to LaCasa de Amistad <br />DATE: October 20, 1981 <br />s <br />1440 County-City Building <br />South Send, Indiana 48001 <br />(219) 284-9335 <br />Attached for your consideration is an ordinance which would <br />appropriate $50,000 from 1981 CDBG Unspecified Local Option funds <br />to LaCasa de Amistad Inc. for operational expenses and the construction <br />of a parking lot adjacent to their facility at 746 S. Meade Street. <br />The City of South Bend was originally requested to consider funding of <br />rehabilitation of the facility but, because of the Federal Guidelines <br />related to construction and the time frame involved, the majority of the <br />rehabilitation work has been supported by LaCasa de Amistad. The City <br />doesn't intend to alter its policy related to funding of administrative <br />costs for LaCasa de Amistad beyond this appropriation. However, this <br />was viewed as the only alternative for the city addressing the needs <br />of LaCasa de Amistad at this time. <br />The funds would provide salary and fringe benefits for four <br />employees and the construction costs of the parking lot. LaCasa de Amistad <br />serves the needs of Hispanic youth and adults in the community through <br />career education classes,tutoring, a choral group, the Hispanic Club, <br />sports activities, English classes, and counseling. <br />The 1981 Unspecified Local Option Account is currently at a <br />level of $124,787.
