PARENT, Mayor <br />COUNTY -CITY BUILDING SOUTH BEND, INDIANA 46601 <br />October 8, 1981 <br />Members of the South Bend Common Council <br />Fourth Floor County -City Building <br />South Bend, Indiana 46601 <br />Dear Council Members: <br />219/284 -9241 <br />The attached ordinances have been prepared in keeping with the require- <br />ment of South Bend Municipal Code Section 2 -50(g) regarding council <br />approval of City contracts. One proposed ordinance approves the Develop- <br />ment Agreement between the City and New Energy Corporation of Indiana <br />for the construction of New Energy's ethanol plant. The other proposed <br />ordinance approves the Interlocal Cooperation Agreement between the City <br />and St. Joseph County for the construction and maintenance of an access <br />road from State Highway 23 to the site of the ethanol plant. <br />The adoption of these ordinances will constitute final formalization of <br />the City's agreements concerning the development of the New Energy <br />ethanol plant.
