INTER-OFFICE MEMORANDUM <br />DEPARTMENT OF PUBLIC WORKS <br />DIVISION OF FACILITIES & GROUNDS <br />TO: Theresa Heffner, Clerk <br />Board of Public Works <br />FROM: Patrick Sherman: Project Manager <br />SUBJECT: Byers Softball Complex Improvements – Project 123-072 <br />DATE: 01/09/2025 <br />On December 10th, 2024, the Board of Public Works opened bids for the above project. The <br />project is for multiple improvements to the Byer’s Softball Complex. A summary of the bids is <br />below and a detailed bid tab is attached. <br />The bidders ranked as follows: <br />Bidder Base Bid Total with Alternates <br />1.Premium Concrete Services $2,902,396.00 $3,621,882.00 <br />2.R. Yoder Construction $2,449,490.00 $3,198,819.00 <br />3.HRP Construction $3,320,059.66 $4,175,434.96 <br />Upon review, Premium Concrete Services and HRP Construction met the M/WBE goals for the <br />project, however the bids were over available budget. While the base bid was within available <br />budget, R. Yoder Construction did not meet the M/WBE goals, and it was determined by the <br />Office of Diversity and Inclusion that they did not meet good faith efforts. <br />The Department of Public Works would request that the Board reject all quotes and approve a <br />new Request to Advertise for doing a re-bid of the project. <br />Please call with any questions. <br />January 14, 2025
