PARENT, Mayor <br />COUNTY -CITY BUILDING SOUTH BEND, INDIANA 46601 <br />McGann <br />Common Council <br />Building <br />Indiana 46601 <br />April 1, 1982 <br />AREA 219 284 -9261 <br />In the past few days, I have read and re -read Bill <br />No. 27 -82 attempting to find substantial reasons why I <br />should sign it into law. Sections 287 and 288 do pertain <br />to the budgetary process and represent improvements which I <br />can support. However, Sections 291 and 292 detract overwhel- <br />mingly from the intent of the Council as stated in passing the <br />bill and thus I have to veto Bill No. 27 -82. <br />I am vetoing the bill because it will unduly politicize <br />the personnel process, it will impede City workers' efforts <br />to improve productivity, and it will lead to ridiculous and <br />damaging results in managing the City workforce. <br />(1) Bill No. 27 -82 will unduly politicize the personnel <br />process through provisions which require informing <br />the Council members of all employee reclassifications. <br />Supervisors should not have to worry whether an <br />employee is a friend of this or that politician before <br />taking personnel action. Supervising is difficult <br />enough without encouraging this kind of thinking <br />through an ordinance. Also, why should an employee, <br />demoted as a disciplinary action, be subjected to <br />the embarrassment of making this action public <br />through informing Council members? <br />(2) Bill No. 27 -82 will impede the progress being made <br />towards increasing the productivity of our workforce. <br />It is ironic that when labor and management in the <br />private sector are cooperating to reduce unnecessary <br />work rules, a bill is passed by the Council which <br />includes unnecessary regulations that will lead to <br />lower productivity. <br />
