TAX ABATEMENT REPOR T <br /> TO: South Bend Common Council <br /> FROM: Angelina Billo, Director of Business Development <br /> SUBJECT: REAL & PERSONAL PROPERTY TAX ABATEMENT PETITION FOR: <br /> Greenleaf HoldCo <br /> DATE: January 19, 2022 <br /> On Tuesday, January 4, 2022, a petition from Greenleaf HoldCo was received and <br /> subsequently filed with the City Clerk for real and personal property tax abatements <br /> consideration for property located at 3820 W Calvert Street, South Bend, IN 46613. <br /> Pursuant to Chapter 2,Article 6, Section 2-84.2 of the Municipal Code of the City of South <br /> Bend, this petition was referred to the Department of Community Investment for purposes <br /> of investigation and preparation of a report determining whether the area qualifies as an <br /> Economic Revitalization Area pursuant to I.C.6-1.1-12.1 and whether all zoning <br /> requirements have been met. <br /> The Department of Community Investment has reviewed the petition (a copy of which is <br /> attached), investigated the area, and makes the following report. <br /> PROJECT SUMMARY <br /> ➢ Pure Green Farms("Pure Green")was founded by Ceres Partners, South Bend and <br /> has since garnered investments from Taylor Farms Inc. and Paul J. Mastronardi (a <br /> principal owner of Red Sun Farms). <br /> ➢ Greenleaf Holdco, LLC owns 64.12 acres, but has the ability to expand into the <br /> entire nearly 300-acre site via its relationship and mutual ownership with Ceres <br /> Partners.Pure Green currently sells to Martins,Kroger,Spartan Nash,Tony's Fresh <br /> Markets, Walt's Markets, Stanz's Food Service,Performance Food Service and to <br /> LaRosa's to name a few. <br /> > The existing facility in South Bend consist of 3.5 acres of greenhouse, a main <br /> building used for planting, harvesting and cold storage, and another building that <br /> houses the boilers and irrigation. <br /> > The current facility has the capability to produce 2 million pounds of lettuce per <br /> year and is well on its way to having its production being fully subscribed. Unique <br /> to Pure Green is the fact that their planting,grow and harvesting operation is 100% <br /> automated and fully staffed with local personnel. <br /> > Greenleaf HoldCo proposes to invest approximately $12m in new production <br /> facilities and $68m in new logistical distribution equipment including but not <br /> limited to conveyors, scanning and moving equipment, packaging equipment, <br /> sorting and picking equipment. <br /> > The additional phases of greenhouse builds are planned to be approximately 4.2 <br /> acres each, plus additional ancillary buildings. The total lettuce production for all <br /> four phases will be approximately 8 million lbs. annually. <br />
