STAFF REPORT <br />OSTEOPATHIC HOSPITAL #805 -82 October 7, 1982 <br />2515 East Jefferson, South Bend <br />REQUESTED ACTION: The petitioners are requesting a zone change <br />from "A" Residential, "A" Height and Area to <br />"B" Residential, "A" Height and Area to allow <br />for "additional employee parking facilities." <br />EXISTING LAND USE: Three single - family houses are on the site. <br />SURROUNDING LAND USE AND ZONING: Located to the north and west of the site are <br />single- family houses zoned "A" Residential, "A" <br />Height and Area; to the east is Osteopathic <br />Hospital zoned "B" Residential, "A" Height and <br />Area; and to the south is a church zoned "A" <br />Residential, "A" Height and Area. <br />APPLICABLE PARKING REGULATIONS: All parking spaces within 50 feet of a residential <br />lot must be properly screened, and no parking is <br />permitted within the 25 foot setback line. <br />ACCESS: Access to the proposed parking lot would be <br />from the existing hospital parking lot only. <br />DRAINAGE: A series of drywells are proposed for storm <br />drainage. <br />DATA: The total site is 35,196 square feet or .81 acres <br />in area. Of that, .41 acres, or 51% of the site <br />would be utilized for parking, and .40 acres, or <br />49% of the site would be open space. <br />SITE PLAN: The site plan is preliminary. <br />AGENCY COMMENTS: The City Engineer has the following comments: <br />1. City water and sanitary sewers are available <br />to the site. <br />2. Storm water shall be retained in properly <br />sized dry wells on the site. <br />3. 6' chain link fence at extreme southwest <br />and northwest corners of property to be <br />removed a distance of 20 ft.: to allow <br />increased sight distance. Fence can be <br />installed on a diagonal to maintain <br />security. <br />
