BILL NO. 68-24 <br /> ORDINANCE NO. 11168-24 <br /> AN ORDINANCE OF THE COMMON COUNCIL OF THE CITY OF <br /> SOUTH BEND, INDIANA,AMENDING ORDINANCE NO. 11155-24, <br /> WHICH FIXED MAXIMUM WAGES OF TEAMSTER EMPLOYEES <br /> FOR CALENDAR YEAR 2025,2026,2027,AND 2028, TO CORRECT <br /> THE WAGE TABLES FOR THE WATER WORKS <br /> CONSTRUCTION AND MAINTENANCE WORK GROUP AND <br /> ADJUST TIMING OF RESIDENCY INCENTIVE PAYMENT <br /> STATEMENT OF PURPOSE AND INTENT <br /> The Common Council of the City of South Bend, Indiana passed <br /> Ordinance Number 7997-89 on July 24, 1989, fixing the maximum wages and <br /> monetary fringe benefits for Teamsters Local Union No. 364 employees of the <br /> City for the calendar years 1990 through 1992. Each subsequent contract cycle, <br /> the Common Council has passed an ordinance fixing the maximum wages for <br /> Union employees, most recently on October 14, 2024 in Ordinance Number <br /> 11155-24 for calendar years 2025, 2026, 2027, and 2028. <br /> Subsequent to this most recent ordinance adoption, it was determined that <br /> a correction is needed to the wage tables in the Water Works Construction and <br /> Maintenance Work Group to conform the Salary Ordinance to the Collective <br /> Bargaining Agreement. This ordinance provides for the amendment of the <br /> attachment referenced in Section I(a) of Ordinance Number 11155-24. <br /> It was also determined that an adjustment in the timing of the Residency <br /> Incentive payment, as reflected in the Ordinance, was necessary to provide for <br /> payment of the Residency Incentive in December, as intended. <br /> This Ordinance is in the best interest of the City and the affected Teamster <br /> employees. <br /> NOW, THEREFORE, BE IT ORDAINED by the Common Council of <br /> the City of South Bend, Indiana, as follows: <br /> SECTION I. Ordinance No. 11155-24 is hereby amended to include the <br /> Teamster positions and maximum salaries set forth in Exhibit A attached hereto. <br /> The positions affected by this ordinance are highlighted for ease of identification. <br /> SECTION II, Section II(j) of Ordinance No. 11155-24, pertaining to the <br /> Residency Incentive, is hereby amended as follows: <br /> City Residency Incentive. Full-time employees who establish and maintain legal <br /> residence within the City of South Bend city limits, reside on a continuous, <br /> permanent basis within the South Bend city limits, and comply with all regulations <br /> and requirements described in the Employee Handbook on this topic shall be <br /> entitled to an annual monetary bonus of two thousand dollars ($2,000). This <br /> incentive will be paid out to qualifying employees once per year in December <br /> January,. Employees must be actively employed with the City of South Bend at the <br /> time of payment on December 31'of the previouG to qualify for the residency <br /> incentive payment. <br /> SECTION III. All other portions and sections of Ordinance No. 11155- <br /> 24 are unaffected by this amendment and are reconfirmed. <br /> SECTION IV.
