BILL NO. 69-24 <br /> ORDINANCE NO. 11169-24 <br /> AN ORDINANCE OF THE COMMON COUNCIL OF THE CITY OF <br /> SOUTH BEND, INDIANA, AMENDING ORDINANCE NO. 10980-23, <br /> WHICH FIXED MAXIMUM WAGES OF TEAMSTER EMPLOYEES <br /> FOR CALENDAR YEAR 2024 IN CONFORMITY WITH <br /> ORDINANCE NO. 10863-22 TO AMEND THE TIMING OF THE <br /> CITY RESIDENCY INCENTIVE AT SECTION II(1) OF THAT <br /> ORDINANCE <br /> STATEMENT OF PURPOSE AND INTENT <br /> The Common Council of the City of South Bend, Indiana passed <br /> Ordinance Number 7997-89 on July 24, 1989, fixing the maximum wages and <br /> monetary fringe benefits for Teamsters Local Union No. 364 employees of the <br /> City for the calendar years 1990 through 1992. Each subsequent contract cycle, <br /> the Common Council has passed an ordinance fixing the maximum wages for <br /> Union employees, most recently on October 14, 2024 in Ordinance Number <br /> 11155-24 for calendar years 2025, 2026, 2027, and 2028. <br /> For the current year 2024, as governed by Ordinance Number 10980-23, <br /> which was adopted in conformity with Ordinance No. 10863-22, it was <br /> determined that it is necessary to amend the description of the timing of the City's <br /> Residency Incentive to provide for payment of the Residency Incentive in <br /> December, as intended. <br /> This Ordinance is in the best interest of the City and the affected Teamster <br /> employees. <br /> NOW, THEREFORE, BE IT ORDAINED by the Common Council of <br /> the City of South Bend, Indiana, as follows: <br /> SECTION I. Section II(1) of Ordinance No. 10863-22, pertaining to the <br /> Residency Incentive, Ordinance is hereby amended for calendar year 2024 as <br /> follows: <br /> City Residency Incentive. Full-time employees who establish and maintain legal <br /> residence within the City of South Bend city limits, reside on a continuous, <br /> permanent basis within the South Bend city limits, and comply with all regulations <br /> and requirements described in the Employee Handbook on this topic shall be <br /> entitled to an annual monetary bonus of two thousand dollars ($2,000). This <br /> incentive will be paid out to qualifying employees once per year in December <br /> Janumy. Employees must be actively employed with the City of South Bend at the <br /> time of payment on December 31'of the previous year to qualify for the residency <br /> incentive payment. <br /> SECTION II. All other portions and sections of Ordinance Nos. 10980- <br /> 23 and 10863-22 are unaffected by this amendment and are reconfirmed. <br /> ,SECTION III.
